Procedure

Apply In-Person :

1. Applicant should gather all the supporting documents (listed below) and visit the Ministry of Agriculture and Rural Development department of Pesticides office.
2. Collect the application form from the license desk and fill it accurately.
3. Submit the completed form along with the supporting documents (listed below) for verification and processing.
4. Pay the licence fee at the in-house bank, upon which you will be issued with a receipt.
5. If the pesticide committee are satisfied that all the conditions for filing the application are met you will be notified of the outcome within 3 months and issued with the licence.

Required Documents

1. Request for Reseller and / or Applicator approval addressed to the Minister of Agriculture
2. Photocopy of the CROPLIFE CI or MINADER training diploma. (Present the original of the diploma when submitting the file to the Pesticides Committee Secretariat)
3. Signed commitment to comply with the phytosanitary regulations in force in Côte d'Ivoire. (To Legalize)
4. Signed commitment to respect the necessary security and protection systems. (To Legalize)
5. Photocopy of the commercial register
6. Taxpayer account number or synthetic tax or Town hall registration number
7. Commitment for medical monitoring of staff (on the letterhead of the company of the signatory doctor) signed by a doctor
8. Attach the photocopy of the card of the National Order of Doctors for the current year or the photocopy of the Certificate of registration to the order of doctors signed by the President of the Order of Doctors
9. List of approved phytosanitary products for sale (Trade name, Product function, Product distributor)
10. List and number of personnel safety and protection equipment (Gloves, Muffler, Wetsuit, Boot, Glasses, etc.)
11. Photocopy of the identity card of the Head of the company
12. Photocopy of the Technical Agent's identity card
13. Legalized contract between the Technical Agent and the Head of the company
14. Applicant and / or Reseller approval file examination fees

   • List class (es) of pesticide (s) you propose to handle under this license? e.g. herbicides
   • Describe safety precautions to be taken for protection of persons and public

   (i) Personal protective equipment

   (ii) Pesticides Storage Conditions

   (iii) Method of Disposal of Empty Containers and Unused Pesticides and rinsate

   (iv) Emergency response Plan/ measures to mitigate impacts such as accidents, spillages, contamination etc. both on and off-site.

   (v) Identify likely negative environmental impact associated with aerial spray and how to mitigate them

2. Declaration by the applicant

Need for the Document

• Ministry of Agriculture and Rural Development requires any person who applies or supervises the use of restricted pesticide in Ivory Coast, to obtain a licence from the Permanent Secretariat of the Pesticides Committee / Plant Protection, Control and Quality Department (DPVCQ) first.
