Apply In-Person

  1. Eligible applicant should visit the Direction du Guichet Unique (DGU) located in Abidjanor near the DR and DD inside approach the service desk and express your interest.
  2. Collect the application form from the license desk and fill it accurately.
  3. Submit the completed form along with the supporting documents (listed below) for verification and processing.
  4. Pay the licence fee at the in-house bank, upon which you will be issued with a receipt.
  5. A pre-opening inspection will be carried out at the premise to ascertain the hotel is ready for operations, upon receipt of all required documents. Checks will include,
    • Furniture and fittings in most rooms
    • Clearly visible hotel frontage & signage
    • Reception counter or area for receiving guests
    • Fully installed and operating security
    • Adherence to terms and conditions at set by Ministry.
  6. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, you will be required rectify the problem.
  7. Upon successful implementation of the report findings, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
  8. If the authorized official is satisfied that all the conditions for filling the application are met you the will be notified of the outcome via SMS or email within one month and issued with the licence.



Apply Online

  1. Log into the e- government service website portal (link below) if you have an account, if you don’t have an account, then click on “create an account” section application online.
  2. Then click on “access service” tab you will be redirected to the next page, select “Ministry of tourism, MINTOUR/DGU” then select “Hotel establishment” then select “Operating license for hotel establishment”
  3. You will be redirected to the next page click on “To start“ tab to begin your application process,
  4. Fill out all mandatory fields accurately by following all the steps as stated:
    • Applicant contact details page (full names, profession, nationality, date/place of birth, mobile number(s),email address) then click on “following”
    • Information about the establishment page( Approval NO, Type of establishment, name of the establishment, legal nature, geographic location, address, manager[names, profession, nationality, education background, work experience]) then click on “following”
    • Information on act cost page {hotel category)then click on “following’
    • Vouchers page “upload the required supporting documents listed in PDF or JPEG format (size less than 2MB) then click on “following”
    • Payment page (select the mode of payment you prefer and expect the terms and conditions).
    • Verify the information entered is accurate by clicking on “modify request” tab a summary details of the application form will be displayed for verification and modification if required.
    • if your satisfied that all the information entered are accurate click on “validate and payment”
  5. Visit the Direction du Guichet Unique (DGU) office and make payment of the licence fees at the DGU cash counter, upon which you will be issued with a receipt
  6. A pre-opening inspection will be carried out at the premise to ascertain the hotel is ready for operations, upon receipt of the application by the DGU. Checks will include,
    • Furniture and fittings in most rooms
    • Clearly visible hotel frontage & signage
    • Reception counter or area for receiving guests
    • Fully installed and operating security
    • Adherence to terms and conditions at set by Ministry.

  2. A copy of the approval issued by the Minister of Tourism
  3. A list of staff specifying the functions, qualifications and nationalities.
  4. A copy of criminal record
  5. A certificate of residence
  6. A certificate of life and good character
  7. A map of the geographic location of the Establishment
  8. A trade register (RCCM, issued by the TCA)
  9. A license to sell beverages (if the hotel has a restaurant or bar)
  10. A health certificate issued by the INHP
  11. A report from the ONPC
  12. The hotel or restaurant diplomas of the official manager or of the promoter
  13. A work certificate of the manager mentioning: two years of professional experience or 5 years of practice for non-graduates
  14. A sincere certified curriculum vitae of the promoter or the manager
  15. A detailed description of the services and services
  16. The statutes in case of legal persons
  17. A tax declaration of existence
  18. A copy of the payment receipt to the Régie du MINTOUR
  • NB: File supplied in 10 copies including nine (09) bound photocopies and a batch of original parts
