Procedure

Prior Authorization permit for Raw Gold Trade

1. Applicants should visit the Ministry of the Economy and Finance, General Directorate of the Treasury and Public Accounts office and express their interest.
2. Collect the Gold Trade Authorization Form from the registration/service desk and fill it accurately.
3. Submit the completed form along with the supporting documents (listed below) to the Credit Institutions Management and External Finance (FINEX) office for verification and processing.
4. The Ministry of Economy and Finance, department of Credit Institutions Management and External Finance (FINEX) will examine and process the application file and if satisfied that all the conditions are met, the FINEX authorized official will approve the request and will affix its visa (FINEX visa) on the Gold Trade Authorization Form and sign it.
5. You will then be notified of the approval by phone, mail or in person within 24 hours after lodging the application and issued with the approved file, which is to be collected at the Directorate of Credit Institutions office.
6. The Gold Trade Authorization Form signed by FINEX form must then be submitted for examination and signature by the General Directorate of Mines and Geology (DGMG) of the Ministry of Mines and Geology, along with the previously supporting documents submitted to FINEX (list below).
7. The General Directorate of Mines and Geology (DGMG) office will then assess the application file further and if satisfied that all the conditions are met, the DGMG authorized official will approve the request and will affix its visa (DGMG Visa) on the Gold Trade Authorization Form and sign it.
8. You will then be notified of the approval by phone, mail or in person within 24 hours after lodging the application and issued with the Prior Authorization permit for Raw Gold Trade signed by both authorities, which is to be collected at the DGMG office.
9. Upon approval of the prior export authorization permit for Raw Gold Trade, exporter is then required to apply for the Exchange Commitment, which is necessary document to validate the Customs Export Declaration.
   
   

File the Exchange Commitment request

1. Log into to the GUCE CI website Link , if you have an account, if you don’t have an account, you will be required to register by downloading the GUCE registration application form for importer/exporters via the GUCE website or obtain it from the Webb Fontaine CI office or click the link below to download Link (Registration form for GUCE account)
2. Fill out the request form and have it signed by the legal representative of the requesting company
3. Scan and submit this request form along with the supporting documents below, electronically to [email protected] or physically deposit it with Webb Fontaine CI Customer Service.

   • A copy of the legal representative’s identity document.
   • A copy of the identity document of the person requesting access to GUCE.
   • A copy of the Export Code Sheet.

4. For physical deposits, the person submitting the request must bring his/her identity document.
5. Upon lodging the request the GUCE will process your request and send you the Username and Password to the email account you had registered within 24 hours.
6. Log into your GUCE account to access the portal and Search for the Exchange Commitment request form and fill it accurate, submit it either electronically (via the GUCE website) or physical, along with a valid Export Authorization certificate, to the Ministry of Mines and Geology for approval and signing.

Eligibility

• Only holders of a valid Industrial Gold Exploitation Permits and beneficiaries of Crude Gold Purchase and Sale Offices Approval are eligible to export Crude Gold from Ivory Coast.

Validity

• Credit Institutions Management and External Finance (FINEX) Visa is valid for 3 months and renewable thereafter

Need for the Document

• Any authorized operator who wishing to export ores (metallurgical ores, stones, gems, precious metals) must apply for a Prior Export Authorization Permit (Export permit) from the Ministry of Mines and Geology and the Ministry of the Economy and Finance
