Procedure

Applicant must book an appointment online at: http://www.comune.milano.it/. Follow the path: Servizi online -> Servizi Anagrafici-> Residenza Stranieri and select the Registry Office closest to you or go in person to the following competent Registry Offices.

As the result of an agreement between Ministero dellInterno and Poste Italiane SPA, in compliance with art. 39, comma 4 bis, Legge 16.1.2003, n. 3 , as modified by art.1 quinquies, Legge12.11.2004, n.271, applications for residence permits and permanent residence cards may be handed over by the person concerned to the Post Offices qualified for acceptance by using the kit available at any designated Post Offices, Patronati and Municipalities. On submitting the application, the foreigner must pay the fee of 30,00, pursuant to the Decree issued by Ministro dellInterno on 14 October 2005.

In order to register with the Anagrafe, you must be over 18. You must personally go to the Anagrafe of the Comune (Town Council) of your residence where you will be given a form to complete and sign.

Here you must also declare the residence in Italy of any family members under 18.

Eligibility

Under EU directives, you may remain in Italy for a maximum of 3 months, by providing the nearest police station with a declaration of presence on Italian territory (dichiarazione di presenza sul territorio nazionale). If you intend to remain in Italy for a period exceeding 3 months, you must apply to your nearest town hall (Comune-Ufficio Anagrafe) for residency (iscrizione anagrafica). You will be issued with a certificate (attestato discrizione anagrafica), which is valid for 5 years from the date of issue, or for your period of intended residency (if this is less than 5 years). After 5 years EU nationals can request permanent residency (attestazione di soggiorno permanente).

Fees

The sum of 27,50 is set to be paid for the release of the electronic residence permit.

Validity

Valid for 5 years from the date of issue, or for your period of intended residency (if this is less than 5 years).

Instructions

You are entitled to apply for it only if you have been legally and continuously resident in Italy for five years. You can present your application either at the Post Office ("Uffici postali") or at the designated Municipal office ("Comune") or at other authorized offices ("Patronati"): in the last two cases you do not need to use the postal "application kit".

In Italy, visitors are classed as 'Tourists', if their stay is less than three months, or 'Residents', if their stay is longer than three months.

Need for the Document

The certificato di residenza is a certificate issued by the Italian authorities stating that you live in Italy and that it is your fiscal residence.

Residence certificate is obtained from the registry office (anagrafe) of your town hall. The residence certificate is not identical with the residence permit. Even if you are an EU national, you must apply for a certificato di residenza.

If you are going to stay in Italy longer than three months, once you have collected your permit of stay and within 20 days, it is possible to register at the Anagrafe cittadini temporaneamente presenti (temporarily present citizens registry) at the Ufficio Anagrafe (Registry Office) of the municipality in the city you live in.

Information which might help

EU nationals only need to provide a passport, a proof of employment or sufficient funds, their tax number, and proof of health insurance coverage to get this certificate. Expats with a National Visa, on the other hand, have to show their passport, their residence permit, their tax number, and their marriage or birth certificate (holders of a family visa).

Other uses of the Document/Certificate

• It is needed in order to open certain bank accounts. Once you receive it, you will be required to pay Italian taxes if you earn any sort of income.
• A motor vehicle may be imported duty-free within six months of receiving the certificate of residence from the Anagrafe and if owned for a period more than one year.
• Household goods may be imported duty free within six months of receiving the certificate of residence from the Anagrafe.

Others

Registration of the application is made only after the Anagrafe officer, through the Polizia Municipale (Municipal Police), has checked that you (and your family if the application also included them) are actually living at the given address. Only upon confirmation can the application be registered with the Anagrafe. In this case, the date of the application submitted to the Anagrafe of the Comune will be the effective starting date of your residence.
