- To obtain a Public Passenger Vehicle (PPV) driver's licence, applicants will need to submit an application to the Road Transport Licensing Committee. In case you are unsure which form you need to complete, contact the RTLC Office for advice.
All applications must include an enhanced level police vetting report from the Disclosure and Barring Service (DBS). - Applicants who intends to drive a taxi, Private Hire Car, or Private Hire Minibus are required to take a knowledge test. The Committee recommends that applicants take a Knowledge Test first prior to undergoing and paying for a medical examination.
- If you are applying for a PPV Driver Licences for the first time you must required to undergo and pass a medical examination prior to a Licence being issued. The medical report form should be taken to your GP and submitted with your application.

- a valid full Manx driving licence,
- a current enhanced Disclosure and Barring Service (DBS) Certificate issued within the past 12 months,
- a medical examination report,
- a certificate showing that you have passed the RTLC Knowledge test in the last 12 months (if required),
- a completed Application Form
- all applications must include a recent photograph of the applicant. The photograph should be taken full face and without a hat. The photo should be passport size, i.e. 45 mm x 35 mm (1.77 inches by 1.38 inches).

EligibilityEdit
To apply for a Public Passenger Vehicle (PPV) driver's licence, you must:
- have attained the age of 21 years.
- have held a full Manx Driving licence, which must entitle you to drive a vehicle of the appropriate group or category. You must have held a FULL Driving licence for a minimum of three years
A PPV Driver licence may be granted to an applicant who has held a full Driving licence for a minimum of 3 years in a country listed in The Driving Licences (Foreign Licences) Regulations 2004. An applicant who has held a full Driving licence in a country not listed in the Regulations must also have held a full IOM Driving licence for a minimum period of one year before a PPV Driver licence may be granted.
If the minibus (group D1) driving entitlement was acquired other than by passing a test in a minibus you will be restricted to the driving of a courtesy minibus.

PPV Driver Licence Application Fee:
- For a Licence to drive a Ply for Hire taxi/Private Hire Car or Minibus: 53.00
- For a Licence to drive a bus, or minibus (restricted use only): 29.00
- For each subsequent Knowledge Test taken after the first attempt: 20.00
- Replacement of a lost or damaged PPV Driver licence: 20.00

- Knowledge Test: Applicants who intends to drive a taxi, Private Hire Car, or Private Hire Minibus are required to take a knowledge test. Should you wish to drive Private Hire limousines ONLY, a Knowledge Test is not required and your PPV licence will be restricted accordingly.
- Medical Examination: New applicants for a PPV Driver Licences are required to undergo and pass a medical examination prior to a Licence being issued.
- Certificate of Good Conduct: If you have not lived in the UK for the last 5 years, or you are a British National who has lived abroad for a period of 3 months or more within the last 5 year period, you are required to obtain a Certificate of Good Conduct from the country where you have lived. The certificate can be obtained by contacting the Embassy of that Country.
If the document is not provided in English the applicant is required to pay for the document to be translated using a certified translator. - Character Reference: You must obtain two character references from referees who must complete the Certificate of Character section of your application form. The referees should be British Citizens, British Subjects or Citizens of a Commonwealth country who have known you personally for at least 3 years and must not be a relative.
The referees must be prepared to vouch that the applicant is of good character and a suitable person to drive a PPV and to be aware of any Previous Convictions declared on the form by the applicant.
