A phytosanitary certificate is a document that is required for exporting goods such as plants, plant-related products and other articles that are regulated by an importing country’s government.

Apply In-Person

  1. In order to apply for Phytosanitary Certificate, the applicant has to approach their respective Plant Quarantine Stations of Directorate of Plant Protection Quarantine & Storage as per the designated port through which the exporter intends to export.

  3. Go to the respective office.
  4. Meet the designated technical staff at the registration counter. The applicant shall get the advice from the authority to be followed to apply for this certificate.
  5. Collect the application form or write on a plain A4 sheet as advised.
  6. Application form can also be obtained using the following Form Link please refer page number 18.
  7. Complete the application form. Attach the entire required document as per our “Required Documents” section and submit it to the designated receiving authority in person. Application can be sent through mail (post).
  8. After receiving the application, the authority will issue an acknowledgement slip for the receipt of the application at the office in person.
  9. Please collect it and please keep it safe for future reference.
  10. Authorities will scrutinize the application and if found complete in all respects, the authority will allot a unique registration number for the correct and complete application in the order of their receipt and assess the inspection fees.
  11. Applicant shall pay the required fees as advised by the authorities at the respective counter by a bank draft / pay order or cash (up to Rs. 100/-).
  12. Please submit the fee receipt to the receiving authority. The authority will verify the payment made by the applicant and appropriate entries in the application.
  13. Authorities will register the application in the manual record or electronically using computer.
  14. Authority will attach a separate checklist to the application to keep a track of the processing application for phytosanitary certification and this application will be forwarded to the designate authority for further processing.
  15. A quarantine order will be issued. Based on the order the applicant will be directed to present the consignment of plants and plant products and or other regulated articles located at a specified place for inspection/sampling by a specified inspector or arrange for an inspection at their premises or present the containers at any other approved place on the scheduled date and time of inspection as per the quarantine order issued.
  16. The consignment samples will be inspected as per the prescribed standards for live insect infestation, freedom from live infestation and laboratory testing.
  17. Based on the outcome of the above inspection / sampling Phytosanitary Certificates (PSC’s) will be issued to the applicant, if consignment on inspection is found to be free from quarantine pests.
  18. The inspector at the end of inspection will affix “Inspected by PSC Issuing Authority” on the packages/bags sampled.
  19. The authorized officer will conduct at random audit checks to verify that the inspection/sampling procedures adopted by the inspector are adequate for the detection of quarantine pests and /or regulated non-quarantine pests and are consistent with phytosanitary requirements of the importing country.
  20. After all the above steps, the certificate will be hand delivered / sent through post as per applicable norms.


Note:
  • In certain instances, the importing country may like to verify the inspection/sampling procedures to ensure that they are proper and consistent with the phytosanitary requirements of the importing country, through bilateral agreements.
  • In the case of re-exported consignments, the PSC’s are issued in the re-export format prescribed under ‘IPPC’.


Apply Online

  1. Please go to online portal
  2. In the given page, please use the login credentials as applicable at the given space under Login in the top right corner. Please click “Login” button to login.
  3. If you are a new user then click “Sign Up” option to get “New Client Signup form” page. Please complete the prompts as applicable and click “Register” button to register. The applicant will get a user id in their email id provided while registering. Please use the credentials to login.
  4. Once login, Welcome screen will be displayed. A list of applications submitted by the importer will be listed on the screen.
  5. Now on the left part of the screen please click the “Apply Online” option to get list of options.
  6. Please select the respective “PQ Form” or the other form from the list for your requirement.
  7. Applicant will get online application form as per selection. Please complete the page prompt as appropriate.
  8. Applicant shall use the “Save” button to save the application for later submission.
  9. Applicant can use the “View fee calculations” option to view the fee requirements.
  10. Once the online form filling is complete use the “Submit” button to submit the application online.
  11. Applicant gets application number as acknowledgement. Please save it for future reference.
  12. This application will be forwarded to the respective department for further processing.
  13. This application will be processed further.
  14. Applicant will get notification from the department via SMS through their registered mobile or in their mail ID. Please follow the department notification and guidelines to obtain the certificate.
  15. Applicant shall login in to the online portal and use the “Application Status” option on the left part of the screen provided under “Apply Online”.
  16. Under “Application status” option user shall use the applicable option as per requirement to know the status of their application and do as per requirement to get the certificate as per applicable norms.


Note:
  • The application will be withheld in respect of commodities, whose export is banned and those products that does not come under the purview of phytosanitary certification.
  • The specimens of affected fruits/insect specimens collected during inspection will be appropriately labelled and packed and submitted to laboratory testing for pest diagnosis and identification.
  • The authorized officer will issue a memorandum of cancellation of application for registration giving grounds of cancellation and also the incomplete applications received by him. Otherwise
  • The minimum weight of submitted samples for various crop species, as prescribed under ISTA Rules, is given in the following Form Link please refer page number 24.
  • The inspection fee once paid will not be refunded in the case of a cancelled or rejected application.

EligibilityEdit

  • An exporter of plant, plant product or other regulated consignments that requires phytosanitary requirements of importing country are eligible to apply.
  • Those exporters who export certain plant products that have been processed and have a potential for introducing regulated pests (For example cotton or wood) are eligible to apply for this certificate.


FeesEdit

  • Applicant is supposed to pay for assessment, inspection fees, outside inspection charges
  • Applicant shall pay the required fees as advised by the authorities through bank draft / pay order or cash (up to Rs. 100/-).


ValidityEdit

  • The certificates issued in respect of perishable consignments will be valid for a maximum period of 7 days from the date of issue and held valid for current shipment only.
  • The certificates issued in respect of non-perishable consignments will be valid for a maximum period of 30 days from the date of issue and held valid for current shipment only.

Processing TimeEdit

  • In case of bulbs/tubers/nursery stock/plant tissue culture the inspection and certification will be completed within a maximum period of one day as these being highly perishable.
  • Certification of fresh fruits/vegetables/cut flowers/foliage and other perishable plant products for consumption will be carried out within a maximum period of one day.
  • In case of consignments of grains/pulses and other stored products requiring fumigation, the inspection and phytosanitary certification will be completed within a maximum period of 3 days.
  • The certification of seed will be completed within a maximum period of 8-10 days, except those cases where phosphine fumigation is ordered to control insect infestation an additional time period of 5 days required
  • Certification will take 7-15 days depending on the capacity of vessel and the rate of loading

  • The Export Inspection & Phytosanitary Certification Unit will also have the statutory power to prevent the export of consignments, which do not meet the phytosanitary requirements of the importing country.
  • Don’t forget to take all the originals of the document along with copy for applying.
