India - Obtain License (Permit) to Possess and Sell Medicines with Narcotic Drugs

Apply In-Person:
- Any person intends to possess or stock and sell medicines with narcotic drugs shall apply to the office of the respective district collector having jurisdiction over the area.
- Please visit the respective office and consult with the designated authority. The authority will provide the details for applying. Please collect the application form or write on a plain A4 sheet as advised.
- Please complete the application form. Attach all the required documents as per the “Required Documents” section of this page along with the appropriate processing fees as per acceptable mode (challan/DD) and submit it in 5 sets to the designated receiving authority as advised.
- After receiving the application, authorities will check the application, documents and the payment of the processing fees. If all are in place, the application will be accepted.
- Authorities will make entries about this application in the manual record or electronically using the computer and provide a record number for reference.
- The authority will also sign and seal one set (photo copy of the original) of the application and return it to the applicant. This signed application is also the proof for the submission of the application.
- Please keep them safe for future reference.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. So, keep track of the notification from the department.
- After receiving the application, the concerned authority will check the authenticity of the documents.
- Once the documents are authenticated, the department will conduct the physical inspection of the premises/area to make sure that the said premises/area doesn’t fall under the restricted zone for issuance of licence.
- Also, the authorities will forward the application to the concerned statutory department as appropriate for their “NOC”.
- The department will also conduct investigation to make sure that, the applicant has not been convicted of any criminal offense.
- If the application is for the possession of narcotics for personal consumption on health grounds, the authorities will check the bona fide of the applicant and make verification to assure whether the applicant is habituated to the consumption of narcotic on grounds of health.
- Based on the above verification, inspection and investigation, a report will be submitted to the department.
- Based on the outcome of the above report, “NOC” from the statutory departments and other internal processing, the collector/designated sanctioning authority will evaluate the case.
- If the collector/designated sanctioning authority is satisfied that there is no objection to issue the licence applied for, he/she may sanction the licence.
- The status, viz. Approval will be conveyed to the applicant through a “SMS” or through applicable norms.
- The applicant shall meet the respective authority to get the licence fee details and also the payment mode. Please refer to the “Fees” section of this page for more details.
- The fees can be paid through challan/DD or as per the advised mode. Once the payment is made, please collect the receipt for the fees paid and submit it to the authority.
- The licence/permits will be sanctioned with the seal signature of the respective district collector/designated sanctioning authority. The issuing authority will hand over the licence/permit, or it will be delivered as per the applicable norms.
- This entire process can be completed in 45 days or as per the timeline advised by the respective department authority.

EligibilityEdit
- Applicant should be a citizen of India.
- Those who are 18 years and above are eligible to apply.
- Following is the list of practitioner/entities eligible to apply.
- Any person registered as a medical practitioner.
- Any medical officer of the military, naval or air force services on the active list, or
- Any qualified veterinary surgeon.
- Any licensed chemist.
FeesEdit
- Application fee Rs.5 or the amount advised by the authorities while applying has to be paid.
- Please pay the fees of Rs.1000/- (Rupees one thousand only) or the amount as advised by the authorities.
ValidityEdit
Every licence shall be valid till the end of that financial year or as the period mentioned on the licence.

InstructionsEdit
- No licensed chemist or an approved practitioner shall dispense manufactured drugs except on prescription and in accordance with the conditions of his/her permit.
- A government medical officer in-charge of a government medical institution or of a government grant-in-aid medical institution may possess manufactured drugs for use in such institution.
- An approved practitioner in charge of a municipal dispensary or of a hospital and dispensary belonging to missions and other corporate bodies may possess manufactured drugs required for use in such dispensary and hospital.
- Without the consent of the respective authorities, the licensee should not change the place of storage.
- The licensee must keep accounts of manufactured drugs received, used and held in stock by him/her from time to time in the prescribed format.
- The accounts shall be clearly and correctly written up daily in books bound, paged and sealed with the seal of the Collector, or any such authority and shall show in each case of purchase, the date of purchase, and the name and the address of the person or firm from whom the purchase was made.
- Make sure that the prescription shall not be given for the use of the prescriber himself.
- Do not submit fake documents as proof to get the permit.
- Incomplete application will not be accepted.
- Avoid spelling mistakes while filling the application form.

Need for the DocumentEdit
- No person or institution shall engage in the manufacture, possess, sale, warehouse any narcotic drug. It is a punishable offense to possess or consume narcotic drugs without a valid licence/permit.
- By obtaining the licence, the licensee shall deal with narcotic drugs legally.

- The licence shall not be transferable.
- Applications for renewal shall be made thirty days before the expiry of the existing licence.
