  1. To Apply for Warehouse License, the applicant has to make the application online via the following link
  2. The Applicant should select the “Register” button on the right upper corner of the HOME page.
  3. The applicant is required to fill in the Name, email, and Mobile number and has to fill in the selected Password. The Password should have a minimum of 8 characters with a Capital, Numeric & Special character mandatorily.
  4. On request for OTP, the applicant will receive the OTP on the mobile, which he has to fill in along with Verification Text.
  5. On submission of the Application for Portal Registration, the applicant will receive a confirmation of successful Portal registration message.
  6. The e-Mail ID will be the User ID and the selected Password will be the Password for future Log into the WDRA Portal.
  7. After login, please opt for the Individual Registration option by clicking “Click Here”.
  8. All applicable fields in all sections of the application are required to be filled in along with the upload of relevant documents as prescribed. In case of any gap in any section, the same is indicated by RED Colour on the field/section on submission of the application.
  9. Then the applicant has to fill in all the details about the warehouse and warehouseman.
  10. Then the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  11. Click declaration and read the declaration and click “Submit”.
  12. Next the applicant has to make the payment as prescribed.
  13. The fee details are mentioned in the “Fees” section of this page.
  14. Then the applicant will receive an email regarding the successful submission of the application.
  15. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

  • Photograph of Authorized/Associate Authorized Representative
  • Applicant's proof of identity
  • Identity and address proof of Authorized/Associate Authorized Representative (in case of non-individual entities)
  • Standard Operating Procedures
  • Document in support of net worth as required
  • Copy of Insurance policies as prescribed
  • Layout Plan of the warehouse(s)
  • Basic Data Sheet in case of cold storage
  • Proof of technical standards under which cold storage has been constructed
  • List of equipment for the preservation of goods available at the warehouse
  • List of equipment for assaying goods available at the warehouse
  • List of equipment for weighing goods available at the warehouse (details of an internal or external lorry weighbridge are also required to be provided)
  • Fire Safety arrangements at the warehouse
  • If the warehouse is owned: Copy of the Records of Rights or registered title deed in respect to land on which the warehouse concerned is located as per the Sixth Schedule of the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017
  • Document to demonstrate effective control over the Warehouse
    • lease deed or rent agreement,
    • sub-lease agreement and lease deed indicating that subleasing is permitted,
    • revenue sharing agreement,
    • NOC from Municipal Corporation/ Panchayat/ local body (as the case may be),
    • lease agreement from concerned APMC,
    • copy of allotment letter from State Government. For each warehouse listed in the application separately.

EligibilityEdit

A warehouseman shall at all times:

  • Maintain effective control of the warehouse
  • Continue to be a fit and proper person as per the criteria stated in the registration rules
  • Comply with the insurance requirements as stated in the registration rules
  • Maintain the prescribed minimum net worth
  • Keep updated security deposit at the prescribed interval
  • Maintain the infrastructure to keep it compliant with the minimum infrastructure requirements and
  • Comply with its standard operating procedure in accordance with registration rules.



FeesEdit

  • Each warehouse with a capacity of 10,000 Ton or less - Rs. 20,000
  • Each warehouse with a capacity of more than 10,000 Ton but less than or equal to 25,000 Ton - Rs. 25,000
  • Each warehouse with a capacity of more than 25,000 Ton Rs. 30,000

InstructionsEdit

  • Applicants must complete the application form before submitting it. Incomplete applications will not be accepted.
  • Applicants must provide genuine information while applying for this procedure.
  • Immediately upon receipt of its registration certificate, the warehouseman shall display the same and keep it in a conspicuous place in the principal place of its business until suspended or revoked. However, the valid registration certificate is also available in the login of the warehouseman online.
  • The certificate of registration shall not be transferable.
  • The Authority or its authorised representative may inspect or examine the warehouse registered under the Act at any time without giving prior notice, the stocks, books, records, papers and accounts etc. relating thereto.

In the conduct of its warehousing business, a warehouseman shall

  • Issue a (electronic) negotiable warehouse receipt only in respect of such goods that have been specified by the Authority from time to time.
  • Deliver the goods referred to in an (electronic) negotiable warehouse receipt, to the holder of the (electronic) negotiable warehouse receipt on demand made by the holder after satisfying the warehousing lien
  • Ensure that the (electronic) negotiable warehouse receipt holder, on receiving the goods from the warehouseman, acknowledges the receipt of the goods in a form and manner required by the Authority;
  • Take necessary actions to maintain the quality and quantity of goods stored in the warehouse
  • Maintain and record a complete and accurate set of records and accounts of all transactions pertaining to the operation of a registered warehouse as per the requirements that the Authority may specify from time to time;
  • Ensure that the physical inventory tallies exactly with the record;
  • Maintain effective control of all registered warehouse storage space;
  • Provide necessary assistance in the execution of inspections and audits by the Authority
  • Resolve grievances efficaciously
  • Not differentiate among depositors regarding the use of and access to a warehouse.
  • Not store goods belonging to itself in a registered warehouse.
  • Not sell, remove or dispose of the goods deposited in a registered warehouse except as permitted under the Act
