India - Apply for Transgender Certificate and Identity (ID Card)

Apply In-Person:
- An applicant desirous of obtaining a transgender certificate and identity card shall make an application to the respective office of the District Collector.
- Go to the respective office and obtain the application form to apply, or write on a plain A4 sheet as advised.
- Please complete the application form. The applicant should get the self-affidavit signed by a witness and get it notarized. Attach the required documents as per the “Required Documents” section of this page along with the self-affidavit and submit it to the designated receiving authority in person. Also, the application shall be sent by post. Please use the contact link provided above for the respective postal address information.
- In case of a minor child (the applicant), such application shall be made by a parent or a guardian of such a minor child.
- On accepting the application, the authority or the clerk will check the application details and documents.
- If all are in place, the application will be accepted and an acknowledgement slip with a serial number will be issued. Please keep it safe for future reference. Please pay fee/charges (if any) and don’t forget to take the receipt. The applicant shall refer to the “Fees” section of this page for more details.
- The application made through post will receive an acknowledgement by post.
- Applicant will be informed of the probable date of getting approval for the issuance of the certificate.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
- This application will be processed further. Concerned authorities will verify the applicant’s details and documents.
- The authorities will seek the report of a psychologist of a government hospital as appropriate to verify the correctness of the applicant's details. Also, the authorities will check the details to verify the place of residence of the applicant.
- A medical examination will be conducted, in case the applicant undergoes surgery to change gender, either as a male or as a female.
- Once the above steps are complete, a report will be sent to the issuing authority.
- Based on the outcome of the above-mentioned report and other internal processing, the designated issuing authority will make a decision on the issuance of the certificate along with the identity card.
- The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or through applicable norms.
- If approved, the transgender certificate and identity card will be granted with the seal and signature of the issuing authority and hand-delivered or sent through post to the address mentioned while applying or issued as per the applicable norms within 60 days.
Apply Online
- Before starting to apply online, please get the required documents as per the “Required Documents” section of this page scanned and stored in your local drive.
- Please use the following link to apply online for a transgender certificate and identity card link
- In the home page, please click the “Apply Online” option box on the left bottom of the page to reach the “APPLICANT LOGIN” page.
- Please enter the login credentials as appropriate. Enter the captcha at the prompted space as appropriate and click the “LOGIN” button to log in.
- If you are a new user, then use the “Register here” option provided under the “APPLICANT LOGIN” section to reach the “APPLICANT REGISTRATION” page.
- Please complete the registration prompts as appropriate. Enter the captcha at the prompted space as appropriate and hit the “REGISTER” button to get a new screen.
- The new screen will have a message confirming successful registration along with the username and password details. Please go to the login page, use the login credentials and log in.
- Once login, the applicant will land on the dashboard page with the registration number.
- Please click the “New Application” option to get a new screen.
- Here, choose “Transgender Certificate & Identity Card” option from the dropdown list under the “Category” prompt and click the “Save & Next” button to get online form page.
- Please complete the page prompts for the applicant’s address and communication requirements as appropriate.
- Once the above said details are entered, please scroll down to the “Upload Document” section. Please upload the required documents by selecting the document type from the dropdown list under “Select Documents”. Then select the “Browse” button to select the file from the local drive and then click the “Upload” button to upload the selected document. Please select the “Add More” button in the bottom left corner and follow the above-said action to process the other set of required documents in the same way to upload.
- Once upload of required documents are complete, then click the “Save & Next” button to reach another page.
- The new page will list the category of the application made by the respective applicant. The applicant shall find the “Transgender Certificate & Identity Card” under the category along with the application number. Please save the details for future reference.
- Please click the “View” button at the end under “Action” to get the “Applicant Details” page.
- Now the application is submitted online.
- This application will be processed by the respective department.
- Applicant gets update of the application status in their mobile through “SMS”.
- From this point onwards, the application will get processed how it will be processed when applied in person.
- Please follow the department's notification and follow the department’s guidelines to get the transgender certificate and identity card as per applicable norms.
- If the application is fair and complete, the processing time will be 60 days.

- The certificate issued to that effect by the Medical Superintendent or Chief Medical Officer of the medical institution in which that person has undergone the said surgery (If a transgender person undergoes surgery to change gender either as a male or female)

EligibilityEdit
- A transgender person is eligible to apply.
- The applicant must have been a resident of the area under the jurisdiction of the District Magistrate for a continuous period of one completed year as on the date of the application.
- If a transgender person undergoes surgery to change gender either as a male or female are eligible to apply.
- The applicant and his/her family must be Indian citizens and should be resident of the state.

ValidityEdit
The transgender certificate and identity card are usually valid as per the time period mentioned on the certificate/ID card.

- Furnishing false information would result in cancellation of the identity card and the applicant is liable for penal action.
- The information provided by an applicant through the application will be treated as confidential and shall not be shared with any person or with any organization.
- Please mention the period of stay in the present address.
- Incomplete application will be rejected.
- Do not submit fake documents a proof to get the certificate / ID card.
- Avoid spelling mistakes while filling the application form.

- A valid transgender certificate and identity card is a prerequisite to protect the transgender rights and interests and to facilitate their access to different government welfare schemes or private service systems, including healthcare, education, banking and housing despite legal recognition.
- The transgender certificate and identity card is a mandatory document to apply for a transgender ration card.

- Any official document wherein the gender of transgender is revised based on the said certificate of identity shall bear the same serial or reference number as in the original official document obtained.
- The issue of the transgender certificate of identity and the identity card shall be included in the Right to Public Services Act by appropriate Governments.
