India - Apply for No Earning Member Certificate

The “No Earning Member Certificate” allows the citizen to receive the benefits from the Government due to the uncertain death of an earning member in a family. The main requirement of this certificate is for getting employment on compassionate grounds due to the uncertain death of an employee serving in a State government or a Central government office.
Apply In-Person:
- In order to apply for “No Earning Member Certificate”, the applicant has to approach the nearest office of the Deputy Commissioner / Tahsildar / BDO / Circle officer of the revenue department as appropriate.
- Go to the respective office and consult with the designated authority about the applying procedure for this certificate. Collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Attach the entire required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority.
- After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the fees/charges if applicable and don’t forget to take the receipt.
- Authorities will make entries about this application in the manual record or electronically using the computer.
- Acknowledgement receipt will be given against the accepted application form. Please collect it and keep it safe for future reference.
- Applicant will be informed of the probable date of getting approval for the scheme.
- This application will be processed further. Concerned authorities will verify the applicant’s details and documents.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- Once verified, this application will be forwarded to the concerned Village Administrative Officer – VAO / designated authority for ground level scrutiny.
- A report will be created after verification and the due diligence of the applicant through field verification.
- This report will be sent back to the issuing authority.
- Based on the outcome of the above report and other internal processing, the tahsildar / the designated issuing authority as per the administration zone will take a decision on issuance of this certificate.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
- The whole process shall be completed within fifteen (15) days of receipt of the application.
- Note:
- Applicant should apply with the same office from where the family member certificate was obtained.
- Applicant has to bring original documents to the applying office while applying for cross verification purpose and scanning if required.
- Without cross signature on photograph and signature on undertaking, the application will be rejected.
- Applicant may be asked to apply with the specific format as advised by the respective benefit providing government departments. In that case, the applicant shall use the format to apply.

- Applicant should be a citizen of India.
- Applicant should be a permanent resident of the respective State.
- In case of the uncertain death of earning member in a family. The other family member shall apply for this certificate to claim the benefits from the Government.
- The other family member shall be Wife or Husband or Son or Daughter or Mother or child or parent or brother or sister or grandchild.

- Any wrongful identification and certification of beneficiaries shall attract severe disciplinary action against the concerned.
- Incomplete application will be rejected.
- Avoid spelling mistakes while filling the application form.
- Applicant will be penalized if any information provided by the applicant while applying for this certificate is being found false or incorrect.
