Permit Phase - Drivers Age 15Edit
- After obtaining a permit, you must practice driving a minimum of 50 hours, including 10 hours at night, supervised by a parent or adult age 21 or older with a valid drivers license.
- Learner's Permit must be held for a minimum of nine months.
- You must not acquire any driving convictions during the nine-month permit phase, the learner's Permit is valid for up to two years.
Restrictions: Permit Phase
- Nighttime driving restrictions Sun.-Thurs., 10 p.m.-6 a.m.; Fri.-Sat., 11 p.m.-6 a.m. (local curfews may differ). Driver's License Suspension for Nighttime Driving Restriction Violation A person under the age of 18 who violates the nighttime driving restriction may have their driving privileges suspended.
- Number of passengers limited to one in the front seat and the number of safety belts in the back seat.
- All occupants must wear safety belts.
- Cell phone use while driving including a hands free device, is prohibited for drivers under age 19, except in the case of an emergency.
- Texting while driving is prohibited.
Initial Licensing Phase - Drivers Age 16-17Edit
- Nighttime driving restrictions Sun.-Thurs., 10 p.m.-6 a.m.; Fri.-Sat., 11 p.m.-6 a.m. (local curfews may differ).
- Must maintain a conviction-free driving record for six months prior to turning 18 before moving to the Full Licensing Phase. A traffic conviction during the Initial Licensing Phase may extend restrictions beyond age 18.
- All occupants must wear safety belts.
- For the first 12 months of licensing, or until the driver turns 18, whichever occurs first, the number of passengers is limited to one person under age 20, unless the passenger(s) is a sibling, stepsibling, child or stepchild of the driver. After this period, the number of passengers is limited to one in the front seat and the number of safety belts in the back seat.
- Cell phone use while driving including a hands free device, is prohibited for drivers under age 19, except in the case of an emergency.
- Texting while driving is prohibited.
- Driver's License Suspension for Nighttime Driving Restriction Violation A person under the age of 18 who violates the nighttime driving restriction may have their driving privileges suspended.
Full Licensing Phase - Drivers 18-20Edit
- No age-related restrictions apply except in cases where a driver fails to move from the Initial Licensing Phase to the Full Licensing Phase.
- Cell phone use while driving including a hands free device, is prohibited for drivers under age 19, except in the case of an emergency.
- Texting while driving is prohibited.
- Beginning July 1, 2014, a person age 18-20, who did not take an approved driver education course in high school must successfully complete a six hour adult driver education course before obtaining a drivers license.

When you apply for a driver's license, you will need to provide proof of legal name, date of birth, Social Security number and residency.
Applicants aged 16-17 must have a written consent of a parent/legal guardian to obtain a drivers license.
List of Acceptable Identification Document
First-time Illinois Drivers License/ID Card Applicant must present:
- one document that satisfies each of Group A, B and C
- two documents that satisfy Group D (one document from Group D if applicant is under age 5 applying for an ID card; one document if applicant is applying for a no-fee ID card presenting a Homeless Status Certification)
Notes:
- Signature comparison is required in the verification process.
- The number of documents required depends on whether an applicant is applying for a drivers license/ID card for the first time, or requesting a duplicate or corrected drivers license/ID card.
- One document may satisfy more than one group.
- New residents must surrender all out-of-state licenses/ID cards prior to issuance of an Illinois drivers license/ID card.
- An applicant applying for a Temporary Visitor Drivers License is not required to present documents from Group C. Instead, the applicant must sign a declaration on the TVDL application that the applicant is, at the time of application, ineligible to obtain a Social Security number.

- Obtained consent from parent/legal guardian
- Must be enrolled in an approved driver education course, and must pass vision and written tests.
- Initial licensing phase for drivers of age 16-17:
- Parent/legal guardian must be able to certify that a minimum of 50 hours of practice driving, including 10 hours at night, has been completed.
- Parent/legal guardian must accompany teen to provide written consent to obtain a drivers license, OR complete and notarize an Affidavit/Consent for Minor to Drive form.
- Must have completed a state-approved driver education course.
- Full licensing phase for drivers of age 18-20

- Driver's License Basic: $30.00
- Driver's License Persons age 18-20: $5.00

- Driver's License Persons age 69-80: $5.00
- Driver's License Persons age 81-86: $2.00
- Driver's License Persons age 87 and older: Free
- Driver's License or Permit Corrected or Duplicate: $5.00
- Driver's License New classification added, not at time of renewal (except CDL): $5.00
- Driver's License or Permit Duplicate Active-Duty Armed Forces member, Member's Spouse or Dependent children living with the member: Free
- Driver's License or Permit Duplicate Persons age 60 and above whose Licenses have been Lost or Stolen: Free
- Driver's License or Permit Duplicate Persons whose Licenses have been Stolen (must have police report): Free
- Motorcycle First time or upgrade M or L classification: $10.00
- Motorcycle Renewal M or L classification: $5.00
- Original Instruction Permit: $20.00 If you receive your license prior to the expiration of your instruction permit, you may not need to pay an additional fee.
- School Bus Permit Original, Duplicate or Corrected: $4.00
ValidityEdit
Instruction permit is valid for two years, but it should be held for a minimum period of 9 months.
Parental Consent : The parent/legal guardian who gave initial consent may cancel the minors license at any time, for any reason, until the driver turns 18 by contacting the Secretary of States office. Driving privileges will not be reinstated until the parent/legal guardian who withdrew consent, once again provides consent or until the driver turns 18, whichever occurs first. The teen driver must reapply for a drivers license, take all applicable exams and pay the appropriate fees.
