  1. Before a vehicle license is renewed, all private cars aged 6 years or more are required to receive annual vehicle examination and be issued a Certificate of Roadworthiness.
    For example, a registered owner of any private car manufactured in 2007 or before who wishes to apply for a license with effect from 1 January 2014 or after, must submit his or her private car for examination at a Designated Car Testing Centre.
    All goods and commercial vehicles, except for motorcycles, are required to undergo a vehicle examination before the renewal of a vehicle license. You can make or reschedule an appointment for vehicle examination online. More information on vehicle examinations is available through the following link.
  2. Book Annual Vehicle Examination: For commercial vehicles - If your vehicle license is due to expire within next 4 months, you can book your appointment at one of the Government Vehicle Examination Centres (VECs) for the annual vehicle examination online. You can also use the service to reschedule an appointment or re-print the appointment letter. You must schedule your appointment within 4 months of the expiry date of your vehicle license. An appointment cannot be rescheduled less than 14 days before the date of examination.

  3. Vehicle Examination: On the day of your appointment, take your vehicle to the VEC specified in your appointment letter. To avoid unnecessary inconvenience, you should have your vehicle checked and repaired as required before your appointment date. You should also ensure that the vehicle is clean and that it has enough fuel and oil.
    On the day of your appointment, be sure to take your vehicle examination appointment letter and your vehicle registration document.
  4. Before you start the online renewal process: Have the following items ready:
    1. A valid personal or organisational digital certificate issued by recognised Certification Authorities for authentication.
    2. Scanned document images of Third Party Risk Insurance Certificate or Cover Note, original vehicle registration document and other original supporting documents, such as a valid Certificate of Roadworthiness, if applicable. These should be 500 KB or less and in TIFF, JPEG, GIF, BMP or PDF format. The Transport Department recommends black and white, 100 dpi and PDF / JPEG format.
    3. Either a credit card (Visa or MasterCard) or a PPS account number and Internet password for payment. Both Visa and MasterCard offer additional security programs to give their cardholders extra protection when they make online payments. You must register in advance with Verified by Visa (VbV) or MasterCard SecureCodeTM .
    4. A printer to print out a hard copy of the acknowledgement page. If you do not have a printer, be sure to write down the e-service reference number.
    5. An image file of the vehicle registration document duly signed and stamped with company chop (if applicable).
    6. An image file of proof of present address which is issued not more than 3 months from the date of submitting application. Details of acceptable address proof can be referred to the following link.
  5. Once your application for renewal is approved, the Transport Department will send the new vehicle license to your correspondence address by registered post within 10 working days.
    In case you have not received the vehicle license 4 weeks from the date of submission, call 1823 for follow up action.

Note: Vehicle examination fee varies depending on the type of vehicle, its commercial purpose and the gross vehicle weight. The Transport Department website provides a table of all vehicle examination fees.
Note: The vehicle licence fee varies depending on the type of vehicle and its cylinder capacity. The fee can be paid either annually or quarterly. If you apply to renew a licence after it has expired, you will need to pay the full fee plus an additional charge of 0.33 % of that fee for each day after the expiry date.
