ProcedureEdit

  • A “Certificate of Origin (CO)” confirms the origin of the exported goods. It is usually issued for goods that are being sold abroad as a permanent export. Certificate of origin may be requested for commercial or customs reasons.


Apply In-Person:

  1. Applicant shall approach the “CO/Form A Section of Factory Registration and Origin Certification Branch of Trade and Industry Department”
  2. Link for contact details link please find the relevant contact details under “Registration and Certificate Services” or please use the following address: “14/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong.”
  3. Go to the respective office and consult with the designated authority to know the updated applying procedure, if any. Please collect the application form and pay the required fees for the form.
  4. Application form can be downloaded using the following link1 this form in triplicate and link2 this form in duplicate.
  5. Applicant shall get all the required documents as advised. If there is a shortfall in document requirement, the application won’t be processed.
  6. Complete the application form (typewritten). Attach all the documents as mentioned in the “Required Documents” section of this page and submit it to the designated authority over the counter.
  7. Upon submission, please pay the required fees as per requirement.
  8. A numbered receipt will then be issued to the applicant, together with the duplicate of the application form (in light pink) which is retained by the applicant for record purposes.
  9. From this point onwards, the applicant shall follow the guidelines of the authorities.
  10. If there is any short fall in the documents or details, the applicant should provide them as per the advice of the authorities.
  11. If everything is in order, the “Certificate of Origin Form A” will be approved by the department or the GACO to which the application is filed.
  12. The original plus the duplicate of the certificate will be issued to the applicant against the relevant receipt.
  13. The triplicate and the application form will be retained by the Department or the issuing GACO.


Note:
  • Blank forms of Certificates of Origin - Form A are available for sale at Cheung Lee Printing (International) Ltd (Enquiry: 2543 8069).
  • If required, the exporter may provide the email address in the “Remarks” box of the application form, to which a PDF copy of the “Certificate of Origin Form A” will be issued for reference.

  • Application form.
  • Covering letter addressed to the concerned authority on the printed letterhead of the company.
  • Commercial Invoice.
  • Packing list.
  • If the goods are of foreign origin,
    • The commercial documentary proof, such as a copy of the certificate of origin provided by the manufacturer.
    • A manufacturer’s commercial invoice or a supplier’s declaration.
  • One copy of Bill of Lading / Airway Bill.
  • One copy of Packing List to the Concerned Invoice.

EligibilityEdit

  • Traders must first ensure that the goods concerned fulfill the applicable origin rules.
  • Exporters and manufacturers (and subcontractors) applying for CO must possess Business Registration.
  • Manufacturers (and subcontractors) concerned must also obtain Factory Registration before they are eligible to apply for CO.
  • The application should be made at least two clear working days before departure of the consignment.
  • The goods should be origin of the respective export/manufacturer’s country.
  • The manufacturer/exporter should not be a blacklisted company.



FeesEdit

  • Please pay as advised by the authorities.
  • A fee currently at $324 is charged.
    • Payment can be made by means of postage stamps affixed to or franked on the original copy of the application form (in yellow) / in cash or
    • Through the Easy Payment System (EPS) at the Shroff and Form Sales Counter at Room 1309, 13/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong or
    • By e-Cheque payable to “The Government of the Hong Kong Special Administrative Region”

  • This certificate is applied for the consignment produced against the purchase order. So, validity of the certificate is applicable for the produced goods.

Processing TimeEdit

  • It is a process initiated once the complete set of documents as required is submitted.
  • Normally, a certificate is issued in two clear working days after submission. However, it may take a longer time if physical verification is required.

InstructionsEdit

  • Applicant shall avail fees reduction by becoming chamber member as per respective chamber norms.
  • The undertaking signed by the applicant must specify the following.
    • The goods are produced wholly from the respective exporting country.
    • Details of the relevant manufacturing process.
    • Where the goods are not from the country of the exporter, then the list of supporting documents are provided as per requirement.
  • A “CO”, normally prepared by the exporter of goods, has at least the basic details about the product being shipped, a tariff code, the exporter and importer and the country of origin.
  • Any documents produced in a language other than English will need to be accompanied by a translation.

Need for the DocumentEdit

  • ”Certificate Of Origin” is mainly needed to check whether the goods being exported/imported are legal and whether such export or import is subject to duties.
  • A certificate of origin is a document used in international trade. In a printed form or as an electronic document, it is completed by the exporter and certified by a recognized issuing body, attesting that the goods in a particular export shipment have been produced, manufactured or processed in a particular country. A "Certificate of Origin" is also called as "Form A“
  • The “Cos” also constitutes a declaration by the exporter. Virtually every country in the world considers the origin of imported goods when determining what duty will be assessed on the goods or, in some cases, whether the goods may be legally imported at all.

  • Manufacturers must first register with the Trade and Industry Department (TID) in respect of the products they produce before they are eligible to apply for Certificates of Hong Kong Origin (CHKO).
  • Under the Imports and Exports Regulations, there is a penalty for making a false declaration in respect of any certificate of origin, permit or certification.
  • Exporters should consult with a Customs Broker or the designated certifying authority for correct classification of items and tariff numbers before completing the forms. It is also very important to go through the explanatory notes printed at the back of each form or in the department manual.
