- You need to verify first if you are eligible for a permanent identity card. Fill in the appropriate application form with complete information.
- Along with the application form, submit the required documents.
- If verified eligible, then you can now proceed to register an identity card.
- Once you are 11 years of age, you need to register for an identity card. You can download the application form below.
- Fill in the application form with complete information.
- Make an appointment online thru Online Appointment Booking or you can call the 24-hour telephone appointment booking hotline 2598 0888.
- In registering you need t be accompanied by the parent or legal guardian.
- The Identity card can be collected in person or by an authorized representative

For verification of eligibility
- Hong Kong identity card (if any) and travel document showing your current condition of stay in Hong Kong
- Proof of permanent residence status.
- Chinese citizen born in Hong Kong
- Your Hong Kong birth certificate
- Chinese citizen resident in Hong Kong for not less than 7 years
- Proof of 7 years continuous ordinary residence in Hong Kong
- Travel document showing entry to Hong Kong and your current condition of stay in the HKSAR
- Chinese citizen born outside Hong Kong to a parent listed in the first two conditions
- Birth certificate (showing your name and those of your parents)
- Hong Kong permanent identity card of either parent
- Evidence showing the time when either parent acquired permanent resident status in Hong Kong, such as a travel document
- Non-Chinese citizen resident in Hong Kong for not less than 7 years
- Proof of 7 years continuous ordinary residence in Hong Kong
- Travel document showing entry to Hong Kong and your current condition of stay in the HKSAR
- Person under 21 years of age born in Hong Kong of non-Chinese citizens
- Hong Kong birth certificate
- Hong Kong permanent identity card of either parent
- Person with the right of abode in Hong Kong only before the establishment of the HKSAR
- British passport showing the national status as a British Overseas citizen
- Documentary proof of having the right of abode in Hong Kong
- Person who was a permanent residents of Hong Kong before 1 July 1997
- Identity documents
- Proof of 7 years continuous ordinary residence in Hong Kong
- Proof of permanent resident status by descent
- Chinese citizen born in Hong Kong
For registration of identity card
- If born in Hong Kong, bring the following (must be original)
- Birth certificate
- Proof of identity
- Identity card issued previously (if any)
- If born outside Hong Kong, bring the following (must be original)
- Birth certificate
- One-way Permit (applicable to new arrival from the Mainland holding One-way Permit only)
- Valid travel document, passport, entry permit or affidavit showing your residential status in Hong Kong
