Procedure

Apply In-Person :

1. To apply for a Learner Driver License in Himachal Pradesh the applicant has to approach the RTO office to which his area belongs to. Following link can provide you information related to the list of RTO office : RTO Office
2. Application Form in CMV Form 2 is required. Application form can be obtained from the following link : Form 2
3. The applicant should make sure they are eligible for applying for LLR by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
4. Please make sure you have all the documents that are listed down under the “Required Document” section of this page.
5. Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
6. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
7. For a Learner License applicant has to :
   1. Write a test to make sure you understand the rules and regulation related to driving a vehicle for the persons who have passed SSLC or equivalent examination or higher
      
   2. Online computer based test for the persons who have passed SSLC or equivalent examination or higher
   3. Oral test for others
   4. These tests will be conducted at RTO/RLA Offices and conducted by the Inspector of Motor Vehicles
8. If you fail the test, you will be allowed to re-take the test.
9. If you have completed the test successfully, you will be provided with a Learner Driver License.

Note : Applicants who are already having driving license are exempted from appearing for preliminary test in case additional endorsement of new class of vehicle.

1. As a first step, make sure you have all the required documents that are listed under the “Required Documents” section of this page
2. In order to apply for online, please follow the link : online portal
3. Please select "Online Services" from the menu and click on "Driver License Related Services".
4. Please follow through the screen and make selections provided appropriately like...
   1. Select the Language (English / Hindi) and State as “Himachal Pradesh”
   2. In the following screen please select “Apply Online” to get a drop down menu.
   3. Please click “New Learner’s License” to proceed with completion of online application process.
5. Upload the requested documents appropriately.
6. You should reach the RTO office well before the appointment time as scheduled during online application process.
7. From the time you reach RTO office, the procedure will be the one which is applicable as per applying in person.

Required Documents

1. Application forms can be obtained from following link : Forms
2. Applicants for a Learner's License should appear personally before the Licensing Authority with the following documents.
3. Application form in CMV Form 2
4. Proof of age, appropriate for relevant class of vehicle :
   1. Ration card, Voter identity card, Life insurance policy, Passport, School certificate, Birth certificate or
   2. Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon(as applicable) or
   3. Self-swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age
5. Proof of residence :
   1. Ration Card, Voter identity card, Aadhar Identity Card, Pay slip issued by any office of the central government or a state government, Electricity bill, Telephone bill, House tax receipt showing the name of the name of the applicant
   2. If the applicant is not able to produce any of the above documents for a sufficient reason the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence of residence
6. Three recent passport size photographs of the applicant.
7. Aadhaar Card
8. Application-cum-declaration as to the physical fitness in CMV Form-1 CMV Form
9. Medical Certificate in Form No. 1A (only for persons applying for Transport license) Form No .1A
10. Three recent passport size photographs of the applicant.
11. Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him, at least for one year.

Eligibility

1. For driving motorcycle without gear, the candidate must have 16 years of age (completed 16 years also applicant should submit the consent/declaration of the parents shall be given before the licensing authority)
2. For other vehicles, the candidate must have 18 years of age
3. For Transport vehicles the candidate must have completed 20 years of age, One year driving experience of light motor vehicle and minimum educational qualification is a pass in the 8th std at the school level
   

Fees

1. Learner License (Form 3) and repeat test fee for each class (class - Motorcycle, Car) - 150 INR

Validity

Need for the Document

Learners license (LLR) is a permit given by local transport department for learning driving before obtaining a permanent license. In Himachal Pradesh the learners license has a validity period of 6 months and the holder of the permit should obtain a permanent driving license before the expiry of this period, if not renewed. In addition a permanent driver license can only be issued after 1 month of obtaining a learner's license.
