To renew driving school license in Haryana the applicant has to approach the RTO office to which his area belongs to.

Make sure you have completed application form Form-13. Application form can be obtained from the following link : form 13
Also make sure you have all the necessary documents to process the application
Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
Present the completed application forms along with documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
Once the application is received, the authorities will start processing the application
They will verify document submitted. Inspect the premises for basic infrastructure and all acceptable requirements. The vehicle kept for training will be checked and also the instructors details
Upon successful completion the license will be renewed

First one has to make sure that all the required documents are in hand to apply online.
In order to renew drive training school license online, please follow the Link Link
Select “Haryana” in the drop down menu against “Please select the State from where the service is to be taken”.
In the next window, please click “Apply Online” to select “New Driving School License” option
The following screen gives you the general information to apply. Here please hit “Continue” to get the next screen. Please select and enter appropriate option and click “submit” at the bottom of the form to process the application.
Please take printout of Acknowledgement

Apply through Centres:

To Renew Driver Training School License in Haryana, the applicant shall visit the nearest EDisha / Antyodaya Saral Kendra. Find contacts to EDISHA / ANTYODAYA SARAL KENDRA centres in the Link provided: Link
The applicant may also sign in through the web portal mentioned above and provide the required information for the process.
Procure the application form from the concerned centre and fill it up with the necessary details required for the license.
Make sure to attach all the "Required Documents" along with the application form before submission.
Provide authorized signatory and photograph, wherever applicable and make the payment.
Now submit the application to the office of the concerned centre.
On successful verification, the applicant will be notified by the edisha centre.
Obtain the new license from the concerned office.

The Instructor should have minimum qualification of 10th pass with 5 years’ experience in Driving with valid Driving Licence.

The Central Government has framed certain rules with regard to the establishment of driving schools, the requirements to be fulfilled by such licensees, authority competent to grant, renew, and suspend/revoke such licenses and all other related matters.
Every driving school has to get a license from the concerned licensing authority and a duty is cast upon them to produce “quality drivers” for which quality training is absolutely necessary and has to be renewed in order to train.
The quality of drivers is also crucial in prevention of accidents. The driving schools, therefore, play a key role in producing skillful drivers who could meet the international standards.

The driving schools run by the individuals/others are regulated by certain statutory provisions as under Motor Vehicles Act, 1988 and C.M.V.Rules,1989
Section 12 of M.V. Act 1988 deals with the licensing and regulation of driving schools or establishments (by whatever name called) for imparting instruction in driving of motor vehicles and related matters.
