Haryana - Apply for Fertilizer (Insecticide) Manufacturing License

To get the fertilizer manufacture license the applicant must follow the below procedure.

Apply In-Person

  1. The applicant has to reach out to the licensing officer of the respective state agriculture department requesting the application form for manufacture license.
  2. The contact for agriculture department is provided in location and contacts section.
  3. The licensing officer grants the application form after receiving the prescribed fee from the applicant.
  4. Applicant can download the Form.
  5. If an insecticide is proposed to be manufactured at more than one place, separate applications shall be made and separate licenses shall be issued in respect of every such place
  6. The licensing officer grants the license only if the applicant satisfy the eligibility criteria as mentioned in the eligibility section.
  7. The applicant can fill up the requested details and then submit the application form to the licensing officer.
  8. The application fee can be sent as demand draft along with the application form and the supporting documents as mentioned in the "Required Documents" section of this page.
  9. The applicant will get intimation for inspection of premises through post or mobile. The insecticide inspector will inspect the premises where the fertilizer is manufactured and the staffs involved in the manufacturing process.
  10. The reports are submitted to officer for reference.
  11. No license to manufacture an insecticide shall be granted unless the licensing officer is satisfied that necessary plant and machinery, safety devices and first-aid facilities, etc., exist in the premises where the insecticide is proposed to be manufactured.
  12. If all the criteria is satisfied the license is granted to the manufacturing unit. This is intimated to the applicant by post.
  13. The applicant can collect their copy of license from the licensing officer at the office.


Apply Online

  1. Make sure that all the required documents are in hand to apply online.
  2. Please use the following link to apply online Register .
  3. Existing user can directly login with the corresponding user name and password. In case of new user register.
  4. In this page please click “New user? Register here” option to register into the portal and apply for the services.
  5. Now enter the mandatory details and click “Validate” button.
  6. You will get the popup box displaying the message as OTP has been to the registered mobile number and Email ID. Click “Ok” tab.
  7. Now enter the OTP in the appropriate textbox and click “Submit” tab.
  8. In this page you can find some general instructions. Please go back to the login page to continue the process of applying.
  9. Enter the Login ID and Password under “SIGN IN HERE” section. Enter the verification text and click “SUBMIT” tab.
  10. Select “View all available services” under “Apply for services” section.
  11. Type as “insect” in the search box at the right side of the page. Now complete the application form with valid details
  12. Complete the business details section. Select applicable options from the dropdown menu.
  13. Enter the verification text in the textbox and click “Submit” tab. Now application will be processed by respective department.
  14. Applicant gets update of the application status in his mobile through SMS.
  15. Applicant shall use the application number/id to track the application through online portal.
  16. Please follow the page prompt to acquire the license as notified.



Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following Link to locate the centre according to the respective district: Link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online.
  6. On successful submission, the applicant will receive an application number as acknowledgement.
  7. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
  8. If approved, the card will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

The below documents are required

  • Original signed copy of the egras challan towards payment of fee prescribed under Rule 9(1) ” @ Rs. 2,000/- per insecticide subject to a maximum of Rs. 20,000/-“.
  • Original resolution in favour of the Authorised Signatory for making application.
  • Signature of the Authorised Signatory in JPG/JPEG format.
  • List of insecticides containing their names, registration numbers and dates of issuance of RCs.
  • Particulars of arrangements made for medical examination of workers as required under Rule 37.
  • Particulars of first-aid measures as required under Rule 38.
  • Particulars of protective clothing as required under Rule 39.
  • Particulars of respiratory devices as required under Rule 40.
  • Particulars of quantities of antidotes and first-aid medicines as required under Rule 41.
  • Particulars of arrangements made for training of workers as required under Rule 42.
  • Particulars of manpower, infrastructure, plant, machinery, equipment and other facilities as per the guidelines of CIB&RC.
  • Original resolution/affidavit for appointment of expert/technical personnel possessing qualification prescribed under Rule 9(4B).
  • Self-attested copy of degree and marks sheet of the expert/technical personnel.
  • Original resolution/affidavit giving particulars of the person responsible for the conduct of business for the purposes of Section 33 of the Act.
  • Self-attested copy of ID/residence proof of the responsible person.
  • Original and notarized affidavit of the person responsible for the conduct of business for the purposes of Section 33 of the Act.
  • Monthly returns for latest month in Appendix D1 & D2 as prescribed under Rule 15.
  • Self-attested copy of Udhyog Aadhar for manufacturing insecticides/pesticides.
  • Self-attested copy of valid NOC/Consent to establish/operate issued by the State Pollution Control Board regarding Air, Water and hazardous wastes.
  • Original agreement with the marketing company.
  • Self-attested copy of manufacturing/sale licence of the marketing company.
  • Self-attested copy of certificate from the Registrar of Companies regarding change in address in case of companies or Affidavit thereto in case of others.
  • Original certificate issued by CIB&RC regarding change in manufacturing premises, office address, transfer of ownership.
  • NOC from the Local body
  • NOC from State Pollution Control Board
  • Application for NOC in letter pad

EligibilityEdit

  • A person who applies for manufacturing license shall possess or shall employ a person possessing Master's degree in Chemistry with a Doctorate or a graduate degree in Chemical Engineering for manufacture of technical grade pesticides or a graduate degree in Agriculture Science with Chemistry for manufacture of pesticide formulation.
  • Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide or to undertake commercial pest control operations with the use of any insecticide may make an application to the licensing officer for the grant of a license.



FeesEdit

  • The fees structure varies with the type of insecticide classified. Fee of rupees 2000 (Two Thousand) for every insecticide and a maximum of rupees 20000 (Twenty Thousand) for all insecticides for which the license is applied.
  • A fee of rupees one hundred shall be paid for a duplicate copy of a license issued, if the original is defaced, damaged or lost.



ValidityEdit

A license granted under insecticides (Amendment) Act, shall be valid for the period of 2 years, may be renewed from time to time for such period and on payment of such fee as may be prescribed.

InstructionsEdit

  • If the licensee wants to manufacture/sell, stock or exhibit for sale of distribute/stock and use for commercial pest control operations, any additional insecticide, he may apply to the licensing officer for addition in the licence for each such insecticide on payment of the prescribed fee.
  • The license shall be displayed in the prominent place in the premises for which the license is being issued and shall be produced for inspection as and when required by an Insecticide Inspector, Licensing Officer or any other Officer authorised by the Government in this regard.
  • Any change in the name of the expert staff, named in the licence, shall forthwith be reported to the licensing officer.
  • No consumable items for human being/animals will be stored in the same premises where Insecticides are stored.
  • There must be adequate space and facilities to stock insecticides, so as to maintain their quality on shelf.
  • If the licensee wants to undertake during the currency of the license to manufacture for sale additional insecticides, he shall apply to the licensing officer for the necessary endorsement in the license on payment of the prescribed fee for every category of insecticides.

  • A person who wants to produce, sell, stock, or distribute any insecticide are required to apply for insecticide license.
  • Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get license.

The holder of a license has failed to comply with the conditions subject to which the license was granted or has contravened any of the provisions of this Act or the rules made there under. Then, without prejudice to any other penalty to which the holder of the license may be liable under this Act, the licensing officer may, after giving the holder of the license an opportunity of showing cause, revoke or suspend the license.
