Procedure

1. You can renew your Tobacco License at the One Stop Licensing Centre located at N. Marine Drive (full address given below).
2. You will need to complete a renewal application and submit it to the licensing office. Read the Tobacco Control Act of 2006 (link given below) to know more about the renewal procedure.
3. Pay the annual license fee.

Eligibility

Provide eligibility criteria's for going through this procedure.

Fees

• Annual Retail License: $ 100.00
• Annual Vending Machine Retail License: $ 40.00
• Annual Wholesaler License: $ 1,000.00

Late Fees:

A licensee who fails to renew his license on or before the thirtieth (30th) day of June of each year will be assessed a late fee of Fifty Dollars ($50.00) and a penalty of One Dollar ($1.00) per each calendar day he is delinquent, which penalty will become part of the renewal fee.

Validity

Licenses are issued on an annual basis and expires on the thirty-first (31st) day of March following the date of issuance. The full fee is paid for any fraction of the year for which a license is issued.

Instructions

Licenses are issued on an annual basis and expires on the thirty-first (31st) day of March following the date of issuance.

A licensee who fails to renew his license on or before the thirtieth (30th) day of June of each year will be assessed a late fee of Fifty Dollars ($50.00) and a penalty of One Dollar ($1.00) per each calendar day he is delinquent, which penalty will become part of the renewal fee, and his license will be automatically suspended, unless all payments for annual fee, late fee and the daily penalty are paid in full on or before the thirty-first (31st)day of July of that year, in which case the license may be reinstated by the Director immediately. Unless the license is so reinstated, it is automatically revoked and the Director shall not issue a license except upon a new application. Any licensee who fails to renew his or her license on or before the thirty-first (31st day of July will be required to discontinue sales of tobacco products.

This procedure provides you information on how a Tobacco License issued in Guam is renewed.

Information which might help

Tobacco product means any tobacco cigarette, cigar, pipe tobacco, smokeless tobacco, chewing tobacco or any other form of tobacco which may be utilized for smoking, chewing, inhalation or other means of ingestion.

Note: Electronic cigarettes, also known as e-cigarettes are also treated as a tobacco product.

Display of License

A licensee for sales of tobacco products, excluding sales through vending machines, must prominently display the license on each licensed premise.

The licensee for vending machines sales of tobacco products will need to affix a retail license decal furnished by the Director in a prominent position on each vending machine.

Other uses of the Document/Certificate

Retail License - license issued by the Director of Revenue and Taxation for the retail sale of tobacco products or sale through a vending machine.

Wholesale License - license issued by the Director of Revenue and Taxation for the wholesale sale of tobacco products to retailers.
