Procedure

1. To apply for the procedure you visit the Payment Center at the Gloria B. Nelson Public Service Building; the Hagata Satellite Office; or the Guam Waterworks Authority Office in upper Tumon. To save you some time, you may use the link provided under the 'Documents to Use' section which you can use to download the form.
2. Submit your application together with these documents:
   1. Any building/property owner or landlord applying for electrical service must submit to the Authority a copy of documents substantiating ownership that references the location where electricity is to be provided. The documentation may include, but is not limited to, building permit, building/house number, certificate of title, warranty deed, rental business license, etc.
   2. Any tenant or agent applying for electrical service must provide a copy of either a management contract, building number, certificate of title, warranty deed, rental business license, lease/rental agreement or authorization letter signed by the landlord. The lease/rental agreement remains valid for the period indicated on the agreement. The authorization letter shall remain valid for 15 calendar days beginning on the date of the letter.
   3. Any business establishment applying for electrical service, must provide a copy of business license, building number, articles of incorporation/by laws, lease/rental agreement and authorization.
3. A customer applying for the procedure will be required to establish credit before service is provided.
4. You will be asked to pay the $25.00 application fee.
5. GPA will assess your application to determine the amount of security deposit you will need to pay.
