Procedure

Apply In-Person

1. Applicants for renewal of Learner's License should appear personally before the Licensing Authority with the following documents.
   
2. To renew Learner Driver License in Goa the applicant has to approach the RTO office to which your area belongs to.

4. Application form can be downloaded using the following link: Application forms
   
5. Application Form No2 is required.Application form can be obtained from the following link : Form 2
   
6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
   
7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
9. If required you will have to take a theory test, to make sure you understand the rules and regulation related to driving a vehicle and further processing will result in issuance of renewed LLR.
   
   

Apply Online - Goa Renew Learner Driver License Online with Images

1. First one has to make sure that all the required documents are in hand to apply online.
   
2. In order to apply for online, please follow the link : online portal
3. Please select "Online Services" from the menu and click on "Driver License Related Services".
4. You will be taken to a new screen where you have to select “Goa” in the drop down menu against “Please select the State from where the service is to be taken”.
5. In the next window, please click “Apply Online” to select “Services on learners License” option to get the next screen.
   
6. In the screen provided enter required details and select appropriate option and click “proceed” to get the new page to apply online by filling the prompted details and click “submit” at the bottom of the form to process the application.
   
7. Please take printout of Acknowledgement.
   
   

Print Application

1. You can take printout of online application form with the help of the link: please follow the link online portal link
   
2. Select “Goa” in the drop down menu against “Please select the State from where the service is to be taken”.
   
3. In the next window, please click “Download Forms” to select “Print application form” option.
   
4. Please enter your application number in the next window and hit ”Submit” follow the next window to get the printout.
   
   

Booking Appointment

1. You can book slot for your process using the link: Appointment Booking
   
2. Please select “Enquiry on slot availability for DL transaction” under “driving License” section and hit “Okay” as prompted.
   
3. In the next window, select “Appointment (slot booking)” and click “services on driving license” option to get the next screen.
   
4. Here enter appropriate details, click submit to book the slot.

Required Documents

1. Learners license
   
2. Application in Form No. 2. Application form can be obtained from following link: Form 2
   
3. The applicant needs to pay prescribed fees through Treasury Challan
   
4. Proof of age, appropriate for relevant class of vehicle.
   
   • Ration card, Voter identity card, Life insurance policy, Passport, School certificate, Birth certificate
     
   • Age certification by a registered medical practitioner not below the rank of a Civil Surgeon
     
5. Proof of residence
   
   • Ration Card, Voter identity card, Pay slip issued by any office of the central government or a state government; Electricity bill, Telephone bill, House tax receipt showing the name of the name of the applicant
     
   • You can also use you Aadhar Card as proof of residence.
     
6. Three recent passport size photographs of the applicant.
   
7. Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him, at least for one year.

9. If the applicant is not able to produce address or age proof documents for a sufficient reason the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence

Validity

• Usually Learner's Licence is valid only for six months from the date of obtaining it.
  

• Note: One can apply for a permanent license only after a month after receiving Learner's License

Need for the Document

• In India, two kinds of Driving Licenses are issued: Learners License and Permanent License. A Learners License is essential for obtaining a Permanent License
  
• Learners license (LLR) is a permit given by local transport department for learning driving before obtaining a permanent license. The learner’s license has a validity period of 6 months and the holder of the permit should obtain a permanent driving license before the expiry of this period, If not obtained then one need to renew LLR.
  
• A Driving License is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act, 1988 in India
  
• No person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him.

Note: Wear a formal shirt for the interview. If you wear t-shirt, the examiner will deny to take a photograph.
