Procedure

Apply In-Person:

1. In order to obtain NOC for Communication Tower or Mobile Tower, telecom companies can apply with the respective Office of the Principal Chief Engineer (Technical Cell) – PWD under whose jurisdiction the installation place is situated.

3. Go to the respective office.
4. Collect the application form or write on a plain A4 sheet as advised.
5. Application form can also be obtained from the following link Please refer page 8.
6. Complete the application form. Attach all the required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority.
7. After receiving the application, authorities will check the submitted application and document set. If all are in place the application will be accepted with applicable non-refundable fees as appropriate.
8. Authorities will make entries about this application in the manual record or electronically using the computer.
9. Acknowledgement receipt will be given against every form received. So, collect it and please keep it safe for future reference.
10. Applicant will get an update about the progress of his application through SMS in their registered mobile number or through email.
11. Designated authority will forward the application to the concerned engineer or planning cell or designated authority or circle officer and in charge of PWD having jurisdiction of the concerned local body for examination.
12. After examination and scrutiny authorities will submit their report a report back to the issuing authority.
13. Issuing authority will check the report along with the application.
14. If any additional information or document is required, the applicant will be notified to submit the same.
15. Based on the outcome of the above report and other internal processing the issuing authority will make a decision.
16. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS or email.
17. If approved, the NOC will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.

Apply Online:

1. The applicant need to register on link and login.
2. On successful registration, the applicant need to login using credentials and click on Services Menu --> All Services --> Public Works Department --> Goa Telecom Infrastructure Policy 2020.
3. The applicant need toFill in the application form.
4. Now the the applicant need toUpload the relevant documents.
5. The applicant need to Click on the submit application button and proceed for fee Payment.
6. The processing time takes about 30 days of time.
7. The applicant need to note the acknowledgement number for application tracking.

Required Documents

• Application form
• A copy of relevant license / registration certificate issued by the department of telecommunication.
• Location Map of the site with latitude – longitude
• The technical design and drawings of the tower/post
• Copy of structural stability certificate for the building and tower/post.
• NOC issued by the fire safety department as applicable
• NOC from the building owner
• NOC from Civil Aviation Authority if required
• NOC from State Pollution Control Board
• Copy of SACFA clearance
• A copy of clearance from the state environment and forest department if applicable
• Acknowledgement receipt issued by TERM cell (for areas around tower shall be within safe Electro Magnetic Radiation (EMR) exposure limit.
• Copy of the type test certificate issued by the Automotive Research Association of India (ARAI)
• Ownership title document of the building/site (self-attested copy)
• Attested copy of lease agreement (signed by applicant and owner of the site)
• In case of land/premises of any office of central government / PSU, the prior written consent from the authority having the legitimate right.
• Letter head
• Aadhaar Card as per requirement

Eligibility

• Telecom companies who have a valid license for the said area can only apply.
• A mobile tower requirement arises due to slow or bad network connection, in this case the company shall apply.

Fees

• A non-refundable application fee of Rs.10,000/- (or the specified value as per state government) should be paid.
• Annual user charges to the local body as advised.
• Please pay any other charges as per authority’s quote.
• Don’t forget to take the receipt for the payment.

Validity

• The permission accorded shall be valid from the date of its issuance and it shall be limited up to the period of permission / license /registration granted by DoT.

Processing Time

• The whole process shall be completed within thirty (30) days of receipt of the application.

Instructions

• The permission may be refused only if the application is found to be against any of the provisions of the rules and guidelines but shall not be refused on any extraneous ground.
• Please follow the guidelines fixed by your state for erecting such towers.
• Please follow the radiation norms fixed by DoT
• Please provide sign boards and warning signs at tower sites.

Need for the Document

• The rising demand for a good network due to an increase in subscribers will result in addition of communication towers. In such a situation, companies can’t install a tower on their own.
• These companies should get this NOC from the local municipal / administration by fulfilling all the mandatory requirements. In this way, the safety of the people surrounding the tower is ensured.
• Apply and obtain this certificate for a legitimate operation.
