Procedure

Apply In-Person

1. The applicant need to download the form- 4 as appended to Cracker/Explosive Act 1984 from the below link.
2. Link: link
3. The applicant need to make sure that they have all the proper documents mentioned in the “Required documents” section below.
4. The applicant need to submit the form to the Deputy Commissioner office along with the required documents. Refer the Deputy Commissioner Office location mentioned in the “Office location & contacts” section below.
5. After the application form is processed, an enquiry officer will make a thorough verification regarding the address proof which is submitted along with the form, criminal records if any and some general investigations.
6. The applicant will be receiving the acknowledgment slip after the successful verification.
7. A license with 1-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
8. The applicant need to collect the license from the office where they have applied after 2-3 weeks of submission.
9. After the expiry period, the applicant should follow the same procedure to obtain the license.

1. The applicant need to click on the below link to visit official website of petroleum and safety organization.
2. Link: link
3. The applicant need to enter the valid login id and password.
4. If the applicant don’t have a login id they need to create a new one by clicking “New user” in the portal.
5. After successful login, in the home page the applicant need to click “apply online” and select the cracker and explosive license options.
6. The applicant need to make sure that you they are following the instructions that appear on that webpage and fill all the mandatory details.
7. The applicant need to download the form- 4 as appended to Cracker/Explosive Act 1984 from the below link.

9. The applicant need to scan the form- 4 and submit it through the portal.
10. After submission, an acknowledgment message with a reference number will be generated.
11. The applicant need to use that reference number to check the status of the application.
12. Once all the verification is over, the applicant will be notified to download your license.

• Report/NOC from local Mamlatdars need to be obtained.
• No objection from local body
• Particulars of previous license if any
• Description of place, where the storage is intended to be carried out.
• No objection certificate of the tenant, if the business is intended to be carried out on the land of a tenant other than the applicant.
• Recent copy of Form-F of the land housing the Storage Facility.
• Aadhaar Card
• Passport size photos
• Shop and Establishment License as per requirement.
• Character verification report from concerned as per requirement.

Note:

• Applicant shall use the local address obtained as per the link above for the state to apply.
• The address (PESO) provided here will be useful to clarify all the doubts as they are the controllers of explosives designated for this state.

Eligibility

• Applicants must be above 18 years old.
• Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
• Applicant should not have any connection or executions in code of Criminal Procedure.
• Applicant license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, at any time during a period of five years from the date of cancellation of such license.

Validity

• Validity of the Cracker License on Temporary basis will be Maximum of 15 days and on Permanent basis for 1 Year (Financial Year)
• Renewed every year (Optional)

NOTE:

• When applying for a temporary license to sell or to store on seasonal demand like Diwali – This licence will be issued in a time of 1 week to 1 month as decided by local authorities

• Attach the valid documents to get approval.
• Approach the respective office to get the license on-time.
• Kindly apply for new license after the expiry period.

• Government has enforced public to follow strict rules and regulations while dealing crackers and explosives under the Explosive policy.
• To administer the responsibilities delegated under the Explosives Act 1884 the rules made there under related to manufacture, import, export, transport, possession, sale and use of Explosives
• Without this license one can’t deal or trade such items.
• Match Factories, Cracker shops are few of the establishments which requires this license
• To ensure public safety, Government has formed and regulates these traders to follow the set of rules and keep track of those involved in this business for timely supervision
