- Applicant must properly fill up the application form.
- Along with the form, applicants must also bring proof of age and proof of residence.
- Applicants is also required to pay the prescribe fee.
For Motorcycles: A Compulsory Basic Training must first be given to a person prior to the issue to that person of a learners licence. It is important to note that learners licences shall not be considered if the date of the application is more than 15 months from the date of issue of the CBT certificate.

Applicants must bring proof of age and proof of residence, and must have been residing in Gibraltar, the United Kingdom or Northern Ireland for 185 days during the last 12 months.
Medical certificate is required if you are applying for a driving licence in the C and D and F to J categories. Holders of driving licences in these categories, which are valid for five years, are required to submit a medical certificate to renew their entitlement to drive. Medical certificates may also be required for persons with medical disabilities.

Gibraltar residents who are seventeen or over on the date of application are eligible to apply for a Learners Licence for the varied categories of vehicles. Applicant must have been residing for 185 days in the last 12 months in Gibraltar, United Kingdom or Northern Ireland.

Driver's Licence - Category (EU):
- AM : Two-wheel vehicles or three-wheel vehicles with a maximum design speed of not more than 45 km/h.
- A1 : Motorcycles with a cylinder capacity not exceeding 125 cubic centimetres, of a power not exceeding 11 kW and with a power/weight ratio not exceeding 0,1 kW/kg.
- A2 : Motorcycles of a power not exceeding 35 kW and with a power/weight ratio not exceeding 0,2 kW/kg and not derived from a vehicle of more than double its power.
- A : Motorcycles.
- B: Motor vehicles with a maximum authorised mass not exceeding 3,500 kg and designed and constructed for the carriage of no more than eight passengers in addition to the driver; motor vehicles in this category may be combined with a trailer having a maximum authorised mass which does not exceed 750 kg.
