Apply In-Person:
- To apply for Construction Permit for Wharf Tank Farm in person ,the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
- Applicants approach the NPA office and the applicants can get their application form for Construction Permit for Wharf Tank Farm.
- Applicant has to enter all the information in the application form.
- Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
- Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
- Application fee details shall be provided by the concerned licensing officer.
- Submit the completed forms along with the supporting documents at the respective office for verification and processing.
- This application will be processed and the information will be verified by the NPA.
- If the verification is successful, the notification will be sent to the applicant.
- The applicant after seeing the notification can go to the NPA office and the applicants get their certificate.
- The Certificate of permit will be issued within 30days.

- Evidence that applicant is an Oil Marketing Company (OMC) or an organization with established competence or an Oil Trader/Bulk Distributor of Petroleum Products and duly licensed by the Authority.
- Evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens.
- Detailed Business Plan
- Evidence of Land Title Registration or Lease Agreement with the Land Owner.
- An Environmental Permit from the Environmental Protection Agency (EPA)
- A Development and Building permit from the Area\Town Planning Authority Approving the construction of the Depot for petroleum storage, bulk sale and distribution on the proposed site.
- A Fire report signed by the Chief Fire Officer or a Regional Fire Officer evidencing that arrangements proposed for the prevention and fighting of fire coupled with good housekeeping at the site are satisfactory.
- A report from the Geological Survey Department of Ghana attesting to either the absence of or acceptable levels of seismic activity on and around the proposed site.
- A Geo-technical Report.
- A permit from the Ghana Ports and Harbours Authority approving the installation of facility within Ghana’s territorial waters at the allocated site showing clearly the Coordinates of the proposed location.
- A Letter of Consent from the Ghana Navy.
- A letter of Consent from the Ghana Maritime Authority.

InstructionsEdit
- Any application for a permit to construct a petroleum product storage, bulk sale and distribution depot (Depot) shall be submitted to the National Petroleum Authority giving details of the proposals and any information that may be relevant to the project.
- If, after the permit to construct the Depot has been granted and the execution of the work has not commenced at the expiry of twenty four (24) months from the date on which permit was granted, or at the expiration of any extension of that period which the Authority may allow, the permit shall cease to have effect.
