Procedure

Apply In-Person:

1. Applicant has to approach the Driver and Vehicle Licensing Authority Head Office in Ghana and applicant can get their application form for Learner Driver License contact link
2. Applicant has to enter all information in the application form.
3. Make all necessary payments to obtain application forms and all other necessary documents.
4. Applicants are required to completely fill and submit the form.
5. Attach the following documents to the forms before submission application to the authority.
6. Applicant will also be provided with the Highway Code and syllabus for learner for study.
7. Road signs and rod marking test (when the need arises).
8. After submission of the forms the authority will proceed to an eye test for applicant.
9. If he/she pass the eye and physical test, then you will be issued with a
   • a learner’s plate (L plate)
   • learners license
   • Highway Code
   • Learners License Booklet
10. Applicant will have to pay the following fees for the permit, plate, syllabus and Highway Code.
    • Learners License Booklet GH₵ 2.50
    • Learners Plate GH₵ 23.00
    • Highway Code GH₵ 5.00
    • Syllabus for Learner Drivers GH₵ 5.00
11. After that you are required to enrol to any recognized driving college for training which must accumulate to 48 hours of driving.
12. For those who have expired learner’s license, a written exam is conducted for him/her and drivers must score 70% or more in order to pass.
13. Visit the DVLA to schedule for a written test. You will have required to pay the written test a fee of GH₵ 5.00
14. His/her biometric information will also be captured during this process. This will cost GH₵ 4.00
15. Visit the DVLA to take your Written exams (Computer-Based Test)
16. After the written exam, you will be required to take an In-Traffic Test which involves identification and explanation of several road signs and as soon as that expired
17. The In-Traffic Test cost a fee of GH₵ 4.00 which you will be required to pay before taking the test.
18. If applicant pass the road signs test, you will then take the last driving exam with a DVLA instructor.
19. If applicants pass the driving test with no errors, he / she then qualify for a cover note.
20. After completing and passing all the exams you are required to pay for a temporary driver’s license and is given a date to return to the authority, on the return date, the applicant must carry his/her cover note issued by the authority instructor.
21. The details to appear in your driver’s licenses will also be captured during this visit.
22. After completing all the process, the applicant is given a date to return to the authority, on the return date, the applicant must carry his/her cover note issued by the authority instructor to turn in for a driver’s license.
23. Generally, the processing time for this procedure takes 3 months.

• Applicant must be 18yrs and above to qualify to apply for a driver's license
• Basic education (BECE) or Adult Education , ability to read and write
• You must had 48-hour training with a DVLA accredited driving school before applying for a driving license

Need for the Document

• A learner’s driving licence legally allows you to learn driving with an experienced instructor or driver on Ghana roads.
• The driving license is issued as an authority to allow a person to drive a motor vehicle of any class on a road in Ghana.
• No person is allowed to drive a motor vehicle on road in Ghana unless he is the holder of a valid driving license or a learner’s permit endorsed in respect of that class of vehicle.
