Procedure

Apply In-Person:

1. To Apply for Petroleum Import License or Permit in person, the applicant has to approach the National Petroleum Authority (NPA) office in Ghana. Contact link
2. Applicants approach the NPA office and applicants can get their application form for Petroleum Import License or Permit.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page.
5. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
6. Get pay slips from the department of petroleum supply and pay application fee for license as the applicant may be advised.
7. An environmental impact assessment statement should be obtained regarding your project for further processing.
8. The applicant shall take the necessary insurance policies to protect against liabilities that may arise as a result of activities done under the Petroleum Import License or Permit.
9. Submit the completed form in two copies along with the supporting documents to the NPA office.
10. The authorities will validate the documents submitted and also inspect the site and facilities that are going to be used for this project and if they are satisfied with the documents and facilities the permit will be processed.
11. This license or permit will be issued within 30days.

REQUIREMENTS FOR A LICENCE TO BLEND (CONTRACT) AND MARKET LUBRICANTS

• Company registration documents indicating evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens.
• A detailed description of the proposal stating clearly:
  • Grades / types of products intended to be blended
  • Proposed trademarks/brand names of products
  • Brief description of marketing and distributing structures
• Memorandum of Understanding (MOU) between Applicant Company and Lube Manufacturing Company that will be contracted to blend the lubricants.
• A statement giving particulars of the applicants proposals with respect to the employment and training of citizens of Ghana, and may set out any other matter which the applicant wishes the Minister to consider.
• A statement giving particulars of work and the minimum expenditure proposed for the block or blocks over which the license is sought.
• VAT Registration Certificate
• Proposed location of project (District, county, sub county, parish and village)
• Proof or commitment of insurance for protection against third party liability, and other construction liabilities.
• Incorporation certificate copy
• Articles and Memorandum of Association copy
• Current Storage/Sales license from DPR copy
• Bank reference with committed and explicit statements

Eligibility

• A citizen of Ghana or
• A body corporate registered under the Companies Code, 1963 (Act 179) or
• A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
• A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

Fees

• The fee for this license is USD 750, 000.00 and a processing fee of USD 37, 500.00.

Validity

• License validity is for 2 years and this license is renewable annually.

• Description of the project and amount of investment capital, supported by a Bank Reference Letter.
• Description of safety programmes, equipment and plans for protection of occupation health, industrial safety and environment during regular construction operation as well as contingency plans for accidents, natural disasters and emergencies.
• Any other additional information considered relevant to this application.

Need for the Document

• In terms of the Petroleum Products Act, as amended in 2005, and which is administered by the National Petroleum Authority, Oil and Gas organization or business entity is allowed to import the petroleum products unless that person/business has a valid export licence.
