Apply In-Person:
- To Apply for Bulk Consumers Marketing License in person, the applicant must go to the Ghana National Petroleum Authority (NPA) Contact link
- Applicant has to approach the NPA office and the applicants can get their application form.
- Applicant has to enter all the information in the application form.
- Applicant must make sure to carry both photocopies and originals of all the documents are necessary for completing this procedure.
- Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
- Submit the completed form in two copies along with the supporting documents to the respective office.
- This is followed by verification of Bulk Consumers Marketing by the Licensing officer from the licensing Authority.
- Recommendations based in findings of the investigation will be made to the NPA for the final approval.
- At this point, the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for Bulk Consumers Marketing to be licensed.
- Upon a successful approval, the applicant is notified and he/she will be required to pay the license fee to the licensing Authority and submit the receipt as proof of payment and that can be found under the "Fees" section of this page.
- Once the licensing process is done and a licensing authority is satisfied from the plans, descriptions or other information furnished under the Rules that the manner of Bulk Consumers Marketing of the petroleum spirit proposed by an applicant for a license is safe and suitable, it may grant to the applicant a license of the kind applied for.
- Generally, the processing time for this procedure takes 30 to 45 days.

- A body corporate registered under the Companies Code, 1963 (Act 179) or
- A partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152) or
- A foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

- The fee for acquiring a BDC license is GHS 750, 000.00 and a processing fee of GHS 37, 500.00.

- License validity is for 1 year and this license is renewable annually.

- The National Petroleum Authority was established by an Act of Parliament (NPA Act 2005, ACT 691) to regulate the petroleum downstream industry in Ghana. As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.
- The NATIONAL PETROLEUM AUTHORITY wishes to inform the general public, and in particular those who intend to obtain a Bulk Import, Distributing and Export Company Licence of the following requirements for obtaining the licence.

- A person shall not engage business of bulk consumer marketing unless with permission from the commissioner for petroleum.
