Procedure

1. Contact first the office in charge of issuing passports in your area to know the rules followed in applying for a temporary passport, and about where can you submit your application.
2. Fill out the application form. Forms are available from the passport office or you may fill out an application online. For forms filled out online, print a copy of the completed form and bring it along with you when you apply.
3. Submit the form along with all other required documents.
4. Pay the application fee.
5. The minor and his guardian must be present together at the counter when they collect the passport.

Required Documents

If the minor is in possession of a secured document (even if it is no longer valid) no need to provide once again documents related to the minor's civil status or French nationality.

If the child has a recent passport (valid or hass expired less than 2 years ago):

• Completed application form
• Any document that can justify the need for the applicant to travel abroad (death certificate, hospital certificate, etc.): the original and a photocopy
• Tax stamps: 30
• Two identical passport photos that comply with the standards.
• Proof of address : the original and a photocopy
• Old passport: the original and a photocopy

If the child does not have a recent passport:

• Completed application form
• Any document that can justify the need for the applicant to travel abroad (death certificate, hospital certificate, etc.): the original and a photocopy
• Tax stamps: 30
• Two identical passport photos that comply with the standards.
• Proof of address : the original and a photocopy
• Secure identification card (plastic): the original and a photocopy
• If the minor do not have a secure identity card, you may submit the original birth certificate of the minor, not older than 3 months (extracted with filiation or integral copy)
  • If the minor were born in a town affected by the dematerialization of civil status documents, no need to produce a birth certificate.
• If the civil certificate does not provide evidence of citizenship you must present proof of the minor's French nationality: the original and a photocopy

Note: If you want the child to use a double name, other documents will be required to be presented to justify the use of the name of the other parent.

Eligibility

The minor must be a French Citizen. It is possible to apply for a temporary passport for a minor regardless of age (even babies).

To apply for this procedure, you must be able to prove that there is an urgent need for the minor to travel abroad, especially for humanitarian or medical reasons (serious illness or death of a family member)

Note: Temporary passports are issued on a case to case basis, submission of application does not guarantee that a temporary passport will be granted to the applicant.

Application Fee: 30 in tax stamps

Validity

A temporary passport for a minor is valid for 1 year.

Note: The emergency passport does not permit travelling to the U.S. without a visa.

Processing Time

Temporary passports are generally made on site and issued on the same day the application was submitted.

If the temporary passport can not be issued on the same day, a receipt will be given to the applicant and this must be presented when the passport is collected.

Instructions

You may apply for a temporary passport for minors at the prefecture of your choice. In some departments, it is necessary to go to the city hall for the entire process or only for checking the file before going to the prefecture. In other departments, the procedure can be done in the sub-prefecture. It is therefore advisable to contact first the office in charge of issuing passports in your area to know the rules followed in applying for a temporary passport.

If you are in Paris, you can submit your application at the central site for issuing national identity cards and passports, the Police. Or if you are abroad, at the French Embassy or Consulate.

The minor must be present during the application process, and must be accompanied by a person with parental responsibility (parent or guardian) who will be required to present their own identification at the counter.
