Note:
Finland has introduced new guidelines for passport photos. The aim of these requirements is to standardize passport photos and improve the verification of passport holders identities. EligibilityEdit

A temporary identity card may be issued to a person who has lost his or her proof of identity. For a special reason, a temporary identity card may also be issued to a foreign citizen who does not have a municipality of residence in Finland.

A temporary identity card is valid for four (4) months.

InstructionsEdit

  • A temporary identity card is issued to the applicant at the police department immediately.
  • It does not contain a technical component that facilitates the use of e-services (a microchip).
  • It cannot be used as a travel document.

If an identity card reported as missing or stolen is found, it can only be used as a travel document after the card holder has presented the card to the police and reported it as found.
