Finland - Apply an Identity Card for Foreign Citizen

Introduction

According to the Municipality of Residence Act, the police may issue an identity card to a foreign citizen who is permanently resident in Finland and entered in the Population Information System and who can be reliably identified. It is issued to a foreign citizen but may not be used as a travel document.

It is eligible to foreign citizens who are permanently residing in Finland.

Instructions

The application for identity card must always be submitted to the police in person.

e.g.
1. Date of Birth.
2. City or County of Birth.

Procedure

  1. Go to a police department to apply for an identity card for foreign citizen.
  2. Complete the application form.
  3. Prove your identity and submit a passport photo.
  4. Pay the application fee.

Required Documents

  • 1 photograph (preferably black and white) (no more than 6 months old)
  • a reliable proof of identity
  • guardian's consent form (if the applicant is minor)

Note:
Finland has introduced new guidelines for passport photos. The aim of these requirements is to standardize passport photos and improve the verification of passport holders’ identities. Validity

An identity card for foreign citizen is valid for five (5) years.

An identity card can be used as a travel document replacing the passport in the following countries: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Switzerland and United Kingdom.

Before you can get your identity card, a PIN envelope will be posted to your home address containing the PIN and PUK codes for your card. Once it is ready, you can collect it at the police department. It can also be collected by your authorized representative or posted to your home address on request. You will pay the postage together with the fee for the identity card.
