Procedure

Apply In-Person:

1. To apply for Hire Permit/Transfer/ Re-Issue/Amendment, the applicant must visit the Land Transport Authority (LTA) Fiji. Contacts
2. The “Application for Hire Permit/Transfer/ Re-Issue/Amendment” form must be obtained from the authorities in the LTA office, else it can be downloaded from the website. Application Form
3. Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
4. The application form must be filled with necessary details, and then along with the required documents, it should be submitted to the Chief Executive Officer in the LTA office.
5. After verifying the application form, the application details will be updated in the LTA office system.
6. Then the Chief Executive officer will approve the Road Permit application.
7. The fee and the processing time for this procedure will be intimated to the applicant while making the application in the Fiji LTA office.

Required Documents

• Application form link
• Completed application forms in duplicate. (A statement relating to the business or proposed business of the applicant should be clearly stated in the forms, together with the number of vehicles to be operated and the intentions in regard to motor vehicle purchase and replacement)
• The applicant’s financial stability and a letter from bank or from any reputable lending institution or a current bank statement. (If applicant possesses a vehicle suitable for a minibus, a minimum balance of $1050.00 to be shown, without a vehicle, a minimum balance of $6050.00 should be shown.)
• Two recent identical passport size photographs of the applicant [or the Manager in the case of a company]. Immigration status should also be stated.
• Details of any business or association with any other permit issued by the Authority, and details of sharing of facilities with any other permit holder.
• In case of the applicant being a limited liability company - Company Registration Certificate and memorandum and Article of Association to be provided and application form stamped with Common seal and signed by at least 2 Directors of the company.
• Original Birth Certificate.
• Certified true copy of Passbook or last three months bank statements.
• For self-employed or salaried applicant, a list of personal assets and liabilities that an applicant has on the date of application is to be provided.
• Financial Statement and Memorandum and Article of Association for limited liability company to be attached with application.
• For Imported Second Hand - A statement of previous registration/cancellation certificate to be attached.
• Letter of Approval to use Bus Stand from Highway Authority.
• Details of all current permits / license approved from LTA in applicant’s name.
• Police report.
• Medical Report.
• Fee Receipt.

Eligibility

To apply for the Hire Permit, the applicant must own a hire vehicle which must be certified by a certifying officer equipped for the conveyance of not less than four and not more than eight persons excluding the driver.

Fees

The application fee and the permit fee will be intimated to the applicant while applying in the Fiji LTA office by the authorities.

Validity

• The validity of the Hire Permit will be mentioned by the authorities in the Road Permit Approval form.
• The applicant must renew at least 28 days before the expiry date of the permit.

Instructions

Before applying for the Hire Permit, the applicant should confirm,

• the needs of the public and the desirability of ensuring that services to passengers are maintained or enhanced.
• The suitability of the routes on which service would be provided under the permit.
• The suitability of the vehicle to be used, and the place of business approved by the authority.
• His/her suitability to hold a permit. Police vetting reports to be produced before application fees are paid at LTA.
• That the proposed service does not negatively affect other public service operators also it will not offer unfair and wasteful competition with alternative forms of transport operating in the same sphere.

Need for the Document

• A hire permit authorizes the use of a motor vehicle, with driver provided on a route.
• The permit also states the fare negotiated between a permit holder or his servant and the passenger carried, but shall not authorize the vehicle to ply or stand for hire for the carriage of passengers.
