Introduction

Anything to do with telecommunication in Ethiopia goes with Ethiopian Telecommunications Authority.

Ethiopian Telecommunications Corporation, is the sole telecommunications services provider in Ethiopia.

If you've chosen to go into Telecommunication business your are required to apply for a license from Ethiopian Telecommunications Authority.

The Ethiopian Telecommunication Authority is an independent National Regulatory Authority for the telecommunications industry in Ethiopia. The Commission is responsible for creating an enabling environment for competition among operators in the industry as well as ensuring the provision of qualitative and efficient telecommunications services throughout the country.

It does this by ensuring fair competition in all sectors of the Ethiopian communications industry. ETA, being fully financed by the government and also encourage participation of Ethiopian in the ownership, control and management of communications companies and organizations.

The Ethiopian Telecommunication Authority is the part of the Ethiopian government which regulates the telecommunication sector of Ethiopia. Its objective is to promote the development of high quality, efficient, reliable and affordable telecommunication services in Ethiopia. It is accountable to the Ministry of Transport and Communication; its current Director General is Engineer Balcha Reba.

All Individual or companies interested in the Ethiopian Telecommunication industry and other related communication products in Ethiopia.

Instructions

The Ethiopian Telecommunication Authority, is the body in Ethiopia that has a statutory responsibility of regulating and controlling the telecommunications industry.

The Ethiopian Telecommunication Authority is commissioned with a mandate to efficiently manage, plan, coordinate, allocate, assign, register, monitor and use of scarce national resources in the communications sub-sector, including but not limited to frequency spectrum, numbers and electronic addresses, and also promote and safeguard national interests, safety and security in the use of the said scarce national resources.

It does this by regulating the work of Telecommunication industry in Ethiopia for this purposes of creating an effective, impartial and independent regulatory authority.

All Companies applying for a license must be registered in Ethiopia by the Ethiopian Telecommunication Authority.

The telephone system in Ethiopia consists of open wire and microwave radio relay systems adequate for government use. Domestic systems are open wire; microwave radio relay; radio communication in the HF, VHF, and UHF frequencies;

Required Information

The key information required is as follows

1. Name of Applicant (or Authorized Representative)

2. Organization / Company.

3. Completed ETA application form ( FORM AP.03).

4. Certificate of Incorporation with the Ethiopian Telecommunication Agency , if a company.

5. Certified true copy of memorandum & Articles of Association.

6. Tax Clearance Certificate

7. information on Equipment standards and specifications.

8. Information on a random sample of the equipment that was done and a technical and conformity tests that was conducted by ETA

Procedure

The Ethiopian Telecommunication Agency (ETA) started its operation by giving license in four areas of services, namely,

  • Public Switched Telecommunication Network (PSTN),
  • Cellular Mobile, Internet and Data communication services to Ethiopian Telecommunication Corporation (ETC), but now ETC is providing all types of services (PSTN, cellular Mobile, Internet and data communication services) in all parts of the country.
Any applicant, in order to be issued with a license in accordance with the telecommunication Authority, shall submit h/her application to the Ministry of Transportation and Communication. The Government of Federal Democratic republic of Ethiopia requires that you submit the completed application along with a copy of your
  • Certificate of Incorporation
  • Tax Clearance Certificate but if it is a new Company, atax waiver letter should be obtained and attached to the submission.
  • Certified true copy of Articles and Memorandum of Association
  • 2 passport photographs of authorized representative
  • Certificate of qualified technical staff. (if applicable)
  • Completed application should be submitted in duplicate with all necessary documents attached and bound
  • License fee on submission of application is Brr.10,000
  • All payments are in bank draft

Fees

The required fees is Birr. 25, 000 (Twenty five Thousand) shall be paid to the Ministry. The required renewal fees are, Birr 10, 000 (Ten Thousand)shall be paid to the Ministry.

Validity

A license issued by the Ministry shall be valid for a period of one government fiscal year during which it is issued and shall be renewed every year from July 1 to July 30 of Ethiopian Calendar.

Although Ethiopia has been one of the countries in the world which has acquired telephone system few years after its invention, it has Remained far behind other countries in telecommunication services penetration rate and development of required infrastructures. Cellular mobile was introduced as late as 1999
