Ethiopia - Apply for Film shooting permit

Introduction

A foreigner wishing to shoot a feature or documentary film in Ethiopia is required to obtain a permit from the Ministry of Information and Culture. (Article 5 of Film shooting permits Council of Ministers Regulations. No. 66/2000) Such permit requirement is applicable to all foreigners who come to shoot films either for profit or nonprofit purpose, with the exception of film establishments which are permanently established and licensed in Ethiopia.

Eligibility

One must be a journalist visiting Ethiopia on the mission of shooting film news or capturing news or Filming sites in Ethiopia on behalf of the foreign organization. This permit is granted to the following category of people.

  • Professional journalist,
  • Photographer,
  • Film producer or director (other than of commercial films),
  • A representative of a radio and/or television organisation,
  • Travel writer/travel promotion photographer etc or any
  • professional journalist/owner working for an association or
  • A company engaged in the production or
  • Broadcast of audio visual news or filming.

Current affairs programmes through the print, electronic or any other electronic form or any other mode of mass communication.

Instructions

  • If you intend to visit or film sites in Ethiopia, then you need to obtain a Film Shooting Permit which include those sites in the list of the sites you intend to film.
  • If you secure permission from the Government Communication Affairs Office Foreign Media Accreditation for the whole list (as of the above procedure) then you can visit and film in all the sites approved in list.
  • It is therefore necessary to include all the sites you intend to visit in the list before you submit it to the Government Communication Affairs Office Foreign Media Accreditation.

Required Information

  • The name of the company.
  • The name, the passport number and the nationality of the filming crew.
  • The purpose and title of the film.
  • Duration of the shooting and exact location where it takes place.
  • The production cost of the film.
  • Name and Telephone of the contact person or organization in Ethiopia
  • The nationality of the filming crew,
  • The passport number,
  • The country issuing the passport,
  • The permanent and temporary addresses as well as other information as may be required by the Office.

Procedure

A foreigner wishing to shoot films in Ethiopia is required by law to submit his application to the office of Government Communication Affairs Office Foreign Media Accreditation not later than ten (10) days prior to the day on which he/she is due to commence filming. The application shall contain, among other things, the purpose and title of the film, duration of the shooting and the exact location where it takes place and the total production cost of the film as well as the portion that will be used within Ethiopia.

  • A foreigner wishing to shoot films in Ethiopia should submit a letter of assignment on official letter head duly signed by publisher/assignment editor/bureau chief addressed to the Government Communication Affairs Office, Foreign Media Accreditation Department before arrival.


  • The applicant should submit together with his application the following documents:
(a) A copy of the film script along with its synopsis for feature films or synopsis for documentary films;
(b) In case an Ethiopian personality is portrayed in the film as a character, a copy of a document of no objection from such person or his heirs, certified by an organ legally empowered to approve contracts and documents;
(c) In case of a co-production by an Ethiopian and a foreigner, an agreement indicating the responsibilities and liabilities of each party;
(d) The nationality of the filming crew, the passport number, the country issuing the passport, their permanent and temporary addresses as well as other information as may be required by the Office.

1.The Applicant should also attach on the application the following:

  • The name of the company.
  • The name, the passport number and the nationality of the filming crew.
  • The purpose and title of the film.
  • Duration of the shooting and exact location where it takes place.
  • The production cost of the film.
  • Name and Telephone of the contact person or organization in Ethiopia

2. The applicant is required to submit together with his application the following documents.

  • A copy of the film script along with its synopsis for feature films or synopsis for documentary films.
  • A list of equipment necessary for shooting film, in 3 copies.
  • One passport size photograph at arrival

3. A foreigner applying for shooting film in Ethiopia should also pay to the Office a permit fee.

4. Where an applicant wishes to use an aircraft for shooting a film, he should obtain a flight permit from the Ethiopian Civil Aviation Authority.

5. The application has to be addressed to the Government Communication Affairs Office Foreign Media Accreditation.

6. Visa type of all crew members shall be Business visa.

7. Departure from Ethiopia/Flight No/ Date/ Time/.

You can wait for a period of 14 days then the permit on satisfactory of the submitted document will be issued,

Note
  • The permit and letter to the customs shall be issued immediately when the film crew members appear in person and sign an undertaking to adhere to the conditions of permit and respect the laws of the country.

Validity

This Film shooting Permit is valid for 6 months only with a single entry. Regardless of the entry status, it can be renewed upon request.

Processing Time

Processing time take less than a one month but because of the complexity it can exceed that time. Visas for journalists or Filmer cannot be fast-tracked and may take longer than five (5) working days to process;

Please note
  • Due to repeated re-restructuring and re-organization, the powers and duties of Ministry of Information and Culture has been transferred to different organs and the ministry does not currently exist.
  • The power of issuing film shooting permit is now transferred to Government Communication Affairs Office. Therefore, you should substitute the reference to the Ministry of Information and Culture in the regulation by Government Communication Affairs Office.
