Apply In-Person:

  1. To apply certificate of occupancy the applicant has to approach Ministry of Urban Development and construction Ethiopia Contact link
  2. Obtain the application form from the respective authority.
  3. Complete the application form with necessary details.
  4. Make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  5. Applicant has to attach the photocopies along with the application form.
  6. Submit the application form to the concerned officer.
  7. The next step is to collect letter of offer of allocation after you have Advertised your application (in batches) this is made on the Ethiopian Observer to give room for objections (if any) to the grant of Certificate of Occupancy.
  8. The applicant has to prescribed fee as per the authority request and submit the receipt as a proof of payment.
  9. After the payment is done the officer will process the application for certificate of occupancy and which is examined by the several authority officer.
  10. Once the application meets all the requirements the authority will issue the certificate of occupancy.
  11. The process to obtain a certificate of occupancy varies depending on the building or structure in question.

  • To process all instruments evidencing ownership and possession of real estate in the state.
  • A newly constructed building shall not be put to use before it has been inspected for compliance with the Proclamation and a certificate of occupancy has been issued.
  • Building officer may provide occupancy permit for partially completed building provided safety is ensured.
