Citizen Portal

  • The quickest way you can submit your request for a card is through the citizen portal. - Link
  • You can order the European health insurance card via regular mail to a specified address, to your address in the population register, or have it delivered to a Health Insurance Funds customer service where you can collect it from. After submitting an application for a European health insurance card you need to confirm it.
  • You can also apply for a card for your child of under 19 years of age, if your relation to the child is stated in the population register.


Health Insurance Fund Customer Service

  • You may also apply for a card in person by visiting a Health Insurance Fund Customer Service Centre.
  • The application form in Estonian is available through Health Insurance Funds website. You may also obtain a copy of the form from an Eesti Post Office, and at the Health Insurance Funds customer service offices.


Sending request via post or email

  • Post: Send your application to the Health Insurance Funds customer service office via regular mail, addresses are provided below.
  • Email: Send a digitally signed application to the Health Insurance Fund by e-mail to [email protected].

EligibilityEdit

The European health insurance card can be applied for by a person who is at least 15 years old and has a passport or an ID card. A parent or a representative can apply for the card for a child of under 19 years of age.



FeesEdit

The European health insurance cards are issued free of charge.



ValidityEdit

Cards issued to individuals who are 19 years of age and older are valid for 3 years.

For cardholders who are 19 years of age and below, your card is valid for 5 years, but not for longer than up to becoming 19 years old.

Processing TimeEdit

The health insurance card can be mailed to you using the address stated in your application (all over the world) or from the customer service of the Health Insurance Fund within 10 days.

InstructionsEdit

Applications for European health insurance card are processed by the Estonian Health Insurance Fund.

You can apply through these following method:

  • through the citizen portal
  • apply in person at a customer service office
  • by sending an application to the Health Insurance Funds customer service office via regular mail
  • by sending a digitally signed application to the Health Insurance Fund by e-mail

When represented by another person, according to the law, it is possible to order the card by submitting an application on paper or a digitally signed application to the Health Insurance Fund. An application must be accompanied by a document certifying the right of representation.

The application form in Estonian is available through Health Insurance Funds website. You may also obtain a copy of the form from an Eesti Post Office, and at the Health Insurance Funds customer service offices.
