Estonia - Obtain Disability Card
ProcedureEdit
- If you are applying for the card for the first time you will need to submit an application through Social Insurance Board's Customer Service Centre.
- You may submit your application on paper or in electronic form which is digitally signed. A link is provided under "Documents to Use" section which you can use to download the form. You may also obtain a copy of the application from the Boards customer service offices.
- After you have submitted your application, it will be reviewed and the card will be issued within 15 calendar days. If the application is lodged together with a request for an expert assessment to determine the degree of disability, the card and the expert assessment report will be issued within 15 calendar days from drafting the report.
Note: The disability card is only applied for once. When the card expires, the disable person is issued a new card together with the expert assessment report upon repeated determination of the degree of disability. There is no need to submit a new application for in order to receive a new card.

EligibilityEdit
Disability cards can be issued to the following individuals:
- disabled children
- disabled adults not holding a pension certificate

ValidityEdit
The card is valid together with an identity document as specified in 2 and 4 of the Identity Documents Act (incl. for example, a student card).
The card issued will have the same expiration date as the report certifying the degree of disability and the amount of additional expenses arising due to the disability.
The disability card is applied for only once. If the card expires, the disable person is issued a new card together with the expert assessment report upon repeated determination of the degree of disability. There is no need to submit a new application for receiving the card.

Disability is the consequence of an impairment that may be physical, cognitive, mental, sensory, emotional, developmental, or some combination of these that restricts an individual's ability to participate in what is considered "normal" in their everyday society.
The State of Estonia through its' National Social Insurance Board pays social benefits to disabled persons if they have additional expenses because of their disability, e.g. they are in need of assistance, care or medical rehabilitation, or the additional expenses are related to transport, employment or studies.
The objective of granting social benefits to disabled persons is to support the ability of disabled persons to cope independently, social integration and equal opportunities through partial compensation for the additional expenses caused by the disability.
Other uses of the Document/CertificateEdit
The purpose of the disability card is to simplify certification of the degree of disability in connection with exercising the rights granted to the disabled and receiving various concessions. Further, the disability card facilitates the verification of entitlement to benefit.
Besides the disability card, the expert assessment report, the pension certificate or any additional certificate supporting the type of disability can still be used to certify the degree of disability or entitlement to travel fare concession.

- personal identification code;
- date of birth;
- degree of disability;
- card expiration date;
- issuer.
