ProcedureEdit

  • Study the form application for assigning a new forename, surname and a personal name and the contents page about how to change the name.
  • Come to Prnu mnt 67, Tallinn to personallu submit the name change application.
  • In addition to the passport and the identity card, have the following marital status documents with you:
    • if your marital status is single, the birth document;
    • if your marital status is married, the birth document and marriage document;
    • if your marital status is divorced, the birth document and divorce document;
    • if your marital status is widow, the birth document, marriage document and the death document of the spouse;
  • Submit the name change application to the official personally. According to the Names Act the reasons for application for new surname at request of person (17) reasons for application for new given name at request of person (19) have been identified. Estonian citizens and persons having a permanent residence in Estonia and who are not citizens of some other country can apply for the name change. Citizens of other countries will have to contact the representation (embassy) of their state for the name change.

The Ministry of Internal Affairs decides whether to assign a new name. The response arrives to the Vital Statistics Department as an extract of a directive of the Home Secretary. You will receive the directive extract for signature.

A person shall submit a formal application to the Vital Statistics Office. The new family name or a new name to the person requesting party may also seek a new surname to the minor children.

10th   Assigning surname marriage
  • Upon the conclusion of a person chooses a new surname or keep the current surname.
  • A new surname may:
    • have a common surname of his wife, which is one of the spouses before marriage last surname;
    • consist last borne before marriage and the family name of the spouse following a surname.
  • The provisions of Subsection 2 of Section 2 of the new surname not consist of more than two names linked by a hyphen, and so the family name may be entered in only one of the spouses.

11th   Restoration of surname upon divorce
  • In a divorce, the court may, or marital authority to restore the person's application on the basis of his previous surname, otherwise retain the surname of the person at the time of marriage.

  • A restored surname may be:
    • resolvable before marriage last surname;
    • before the first marriage last surname.
12th   Restoration of surname upon annulment of marriage

Annulment of marriage restores a person to be repealed before marriage last surname.

13th   Personal name upon adoption
  • Adoption, adoptive parent may petition the court to give the child the basis of a new first name and surname of the adoptive parent.

  • a new first name and adoptive (s) shall take into account the surname of the family name of this Act, 8, paragraphs 1 and 2, and the first name of 7 and 8, paragraph 3 of this article.
  • In the cases referred to in this section is required by this Act, 4, paragraph 5 of that person's consent.
14th   Restoration of personal name adoptions repealed
  • Upon revocation shall be restored child before the person's name.
  • In the case referred to in paragraph 1 of this section is required by this Act, 4, paragraph 5 of that person's consent.

15th   The new name of the person due to the change of gender of person
  • A person may be a change in marital sex, give the person's own body, the parent or guardian of the minor's guardian a written statement of the basis of a new given name, and change a foreign surname of the person's gender is reflected in accordance with the national tradition of the family name.

Required InformationEdit

  • First name, last name, personal identification number or date of birth, place of birth, place of residence, contact details (including telephone number and email address), nationality and marital status;
  • Application for a new surname, clause 1 of this set of personal data on minor children, who bear the same surname as the request is submitted with a parent and want your new family name;
  • A new first name, last name or the name of the person applying for the cause;
  • The desired new name, surname or the name of the person;
  • The said person's consent;
  • Ethnic identity;
  • Persons native language;
  • Education of the person;
  • Personal activities.


Need for the DocumentEdit

If you are using, or wish to use, a name other than your registered name, there is no legal requirement that you formally change your name. It is, however, recommended that you change your name officially, both for identification and as evidence of your name change.

Name change generally refers to the legal act by a person of adopting a name different from their name at birth, marriage or adoption. The procedures and ease of a name change vary between jurisdictions.

Marital status documentation that was issued in foreign country must be either legalized or confirmed with an apostil in a corresponding agency in the country that issued it and a notarised translation into Estonian must be added.
