ProcedureEdit

  1. Go to Service Points of Citizenship and Migration Bureau to apply for Temporary Travel Document.
  2. Pay the necessary state fee.
  3. Submit photograph along with proof of payment of the state fee.
  4. Once the document is ready, you'll have to present an identity document to be able to received the Temporary Travel Document.

Additional documents:

  • if application is submitted by a guardian or authorised representative of the guardianship authority, please submit identity document of the legal representative;
  • if application is submitted by a guardian or authorised representative of the guardianship authority and the right of representation of the guardian is not entered to the Estonian population register, please submit a document proving right of representation;
  • if you are applying for a document for a child of under 15 years of age and he/she has not been issued an identity document earlier or if he/she does not hold a valid travel document and his/her personal data have not been entered to the Estonian population register, please submit hi/her birth certificate;


Requirements for the photograph

It must be possible to identify a person on the basis of a photo unequivocally.

  • A person must be depicted at a photo:
    • en face,
    • having neutral expression and closed mouth,
    • without headgear,
    • with eyes open and look has to be directed towards camera lens.
  • It has to be a colour photo, by size of 40 x 50 mm.
  • Area between chin and top of head must form 70-80% of the vertical height of the photo.
  • Glasses are allowed, if eyes are not covered by spectacle frames and there are no gleams of light from reflection of glasses.
  • Photo has to be taken within 6 months before submitting an application.
  • Hair may not cover face nor cause shades on face.
  • Photo may not have fingerprints, scratches or any other defects on it.
  • Colour gamma of the photo must have natural spectre (may not be overexposed nor underexposed).
  • Background of the photo must be flat, mono-colour, of bright colour (commendatory colours are light blue, beige, light brown, light grey or white) and in contrast with colour of face and hair.
  • Red-eye effect on the photo is not allowed are also its removal by means of the software is forbidden.

Proportions of the taken photos can be compared by means of a template that can be found here. By printing of the template, we ask not to change the scale. The document photo can be taken in the majority of Service Offices with the exception of Otep and Elva.

Photo taken in a photo booth is digital and it can be used in all Service Offices, by applications sent by post or by e-mail within 14 days.

Photo can be taken in photo booth of the Service Office free of charge.

By applying for a document for a child being below the age of three years it is easier to take a photo by a photographer than in photo booth. If necessary, ask for additional information or assistance from customer service official.

Calling police from a foreign country

The emergency telephone number 110 of the police is not accessible when making a call from a foreign country. When needed the police can be contacted around the clock on the phones of the Control and Command Centres of the Prefectures:

Legal representative is:

  • a parent with guardianship right for a child of under 15 years;
  • an authorised representative of a local government for a child of under 15 years of age, if parents are not able to represent the child with good reason;
  • a guardian nominated by the court for a person under guardianship (person with restricted active legal capacity).
  • legal representative has to submit his or her identity document (identity card or passport)* and document proving representation (for example, birth certificate of a child, court order)*.

Note: * The named document shall not be submitted, if the data of such document has been entered into the population register of Estonia.


Authorised representative

An adult person may submit an application for repeated identity card via his or her authorised representative.


The authorisation document must contain the following data:

  • authorising persons name and personal identification code;
  • name and personal identification code of a person to be authorised;
  • number and issuer of identity document of the person to be authorised;
  • exact name of the act that the authorised person will be authorised to perform;
  • validity period of authorisation;
  • signature of the authorising person.

In addition to application documents, the authorised person has to submit his or her identity document (ID-card or passport) and authorisation document signed by the person authorising. An ID-card will be not released to the person authorised.

An employee authorised by the local government or guardianship authority may apply to the Police and Border Guard Board (PBGB) in order to deliver the application and to receive an ID-card on the following occasions:

  • if the applicant is unable to apply to the PBGB personally due to his or her permanent state of health and fingerprinting is not required by applying for the document.
  • if the document is being applied for a minor under age 15, whose parents are unable to represent him or her due to reasonable excuse and the guardians tasks of such minor are performed by rural municipality government or city government.


The authorised employee is required to submit:

  • authorisation document of a local government of guardianship authority (general authorisation document is sufficient, if, in addition, a court ruling regarding the guardianship of the specific person is submitted);
  • identity document of the person authorised;
  • document proving state of health of the applicant (medial cert
