Estonia - Apply for Service Provider Card (Taxi)
ProcedureEdit
- To apply for a service provider card, you will need to submit an application to your local government agency in charge of issuing these cards.
- You will need to submit a completed application together with these following documents:
- The driving license, unless it has been entered in the Estonian Traffic Registry.
- A certificate certifying the completion of a taxi driver training course.
- A photo that complies with the requirements.
- If the applicant wants that the term of validity of the service provider card granted to the applicant be limited in comparison with the term of validity set out in the Act, the requested term of validity must be submitted.
- Pay the prescribed state fee.
- It will take about 15 calendar days for your application to be processed.
If an application contains deficiencies, the applicant will be granted a reasonable time limit for eliminating these deficiencies. The time limit set for reviewing the application will be suspended until the deficiencies have been eliminated. If the applicant fails to eliminate the deficiencies within the time limit, the application may be dismissed. - Applicants are notified of the issue of their service provider cards by regular mail or e-mail.
- Service provider cards are issued on paper.

A service provider card is granted to a carrier by the rural municipality government or the city government or an agency authorised by the rural municipality government or the city government on whose administrative territory the driver wishes to work as a provider of transport services.
Service provider cards are issued on paper.

Information which might helpEdit
In order to obtain a service provider card, the applicant must meet the following requirements:
- Have a valid right to drive at least a category B power-driven vehicle. A person who holds a provisional or a limited right to drive as specified in subsection 96 (1) of the Traffic Act does not have the right to obtain a service provider card.
- Have completed a taxi driver training course specified in clause 27 (1) 3) of the Road Transport Act.
- Comply with the requirement of good character, example:
- have not been convicted of a criminal offence of the first degree;
- have not been convicted of a criminal offence specified in 422424 of the Penal Code;
- have not been convicted of a misdemeanour specified in 201, subsection 221 (2), subsection 222 (2), 223226, subsections 227 (3) to (4), subsection 230 (2), 234237 or subsection 242 (2) of the Traffic Act;
- the records have been deleted from the criminal records database in accordance with the Criminal Records Database Act if they have been convicted of any of the preceding.
- They have not more than once been convicted of
1. intentionally committed criminal offence of the second degree;
2. a criminal offence specified in 423 of the Penal Code;
3. a misdemeanour specified in subsection 227 (2) of the Traffic Act;
4. a misdemeanour specified in 1541 or 1552 of the Taxation Act;
5. a misdemeanour specified in 62 or 63 of the Fiscal Marking of Liquid Fuel Act;
6. a misdemeanour specified in 75 of the General Part of the Economic Activities Code Act;
7. a misdemeanour specified in 6870 of the Consumer Protection Act;
8. a misdemeanour provided for in 36 or 37 of the Language Act;
9. a misdemeanour specified in 88, subsection 89 (1) or subsection 90 (1) of the Public Transport Act; or
10. the records have been deleted from the criminal records database in accordance
11. with the Criminal Records Database Act in the case that they have been convicted of any of the preceding.
