By e-mail
- You can apply for residence permit card by means of an e-mail, if less than 2 years have passed since applying for the previous residence permit card and capturing fingerprints, and if you hold a valid ID-card or residence permit card.
- Sign all documents required for application digitally in one folder. Digital colour photo (minimum size is 480?600 pixels) and specimen signature must be in jpg format.
- Send the signed folder to: [email protected]. For the subject, please write: "Application for passport and/or residence permit card".

Collecting the Residence Permit Card
- The authorised representative must be able to present an identity document.
- Additional documents (if these were not submitted upon application):
- the applicants written approval that the representative authorised by the head of the rural municipality government, city government or guardianship authority may receive his or her residence permit card;
- authorisation document of the head of the rural municipality government, city government or guardianship authority;
- identity document of the authorised representative;
- confirmation of the rural municipality government, city government or guardianship authority that the applicants state of health does not enable to appeal continuously personally to the Service Office.
Required DocumentsEdit
- An application form (possible to fill in on a computer screen; to print out and fill in by own hand).
- Coloured photograph with dimensions of 40x50 mm.
- Document certifying that the state fee have been paid.
- Document proving state of health of the applicant (medical certificate that confirms permanent immobility)
- The applicants written approval that his or her residence permit card will be issued to the representative authorised by the head of the rural municipality government, city government or guardianship authority.
If application is submitted by the representative authorised by the head of the rural municipality government, city government or guardianship authority, then additionally it is necessary to submit:
- the applicants written approval that the authorised representative may submit his or her application for residence permit card;
- authorisation document of the head of the rural municipality government, city government or guardianship authority;
- identity document of the authorised representative;
- confirmation of the rural municipality government, city government or guardianship authority that the applicants state of health does not enable to appeal continuously personally to the Service Office;
- act on checking the applicants identity (being prepared by the authorized representative).
Additional documents:
- if the applicant has moderate, severe or profound disability and favourable conditions of paying the state fee apply to him or her, please submit the document certifying the applicants disability (for example, medial expert decision, pension certificate);
- if the applicant has changed his or her personal data (for example, name) in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of applicants personal data (for example, marriage certificate);

Processing TimeEdit
Residence permit card of the person whose state of health does not enable to appeal to the Service Office continuously, is issued only to the representative authorised by the head of the rural municipality government, city government or guardianship authority within 30 days in the Service Office marked in the application form.

InstructionsEdit
If you are continuously unable to appeal to the Service Offices in order to submit an application due to your state of health, send the documents required for application by post or deliver in closed envelope to the post box located in the Service Office. The official will come to capture the fingerprints to the applicants place of stay, if:
- capture of fingerprints is required.
If less than 2 years have passed since application for the previous residence permit card and taking fingerprints:
- you can apply for the residence permit card by post or by e-mail;
- the application for the residence permit card can be submitted by representative who is authorised by the head of the rural municipality government, city government or guardianship authority.

Need for the DocumentEdit
Residence permit card is a compulsory internal identity document issued to an alien staying/residing in Estonia on the basis of a residence permit or right of residence.
By applying for residence permit card, the applicant is required to give fingerprints (starting from the age of 6) that are entered to applicants residence permit card.

For the safe use of an Identity Card (ID card), residence card and Digi-ID:
- Please do not hand over your ID card, residence card or Digi-ID to anyone. It is possible to misuse the card, but still you will be held liable for it.
- Please keep the codes of your card secret from others. Do not write any codes on the card and do not keep the codes together with the card. Store the codes in secure place or, even better: learn them by heart and destroy the envelope of the PIN code(s).
- If a card has been stolen or is lost, please make a prompt call to the help-line phone number 1777 (from abroad +372 677 3377) for suspension of the certificates, and, for invalidation of the document, please address the closest Service Office of the Citizenship and Migration Bureau.
- If the PIN or PUK codes of a card have been stolen or are lost, please address the closest Service Offices or a bank office which provides additional services for obtaining new codes. More information is provided here.
- Please remember, that a digital signature given by an ID card, a residence card or Digi-ID is equal in strength with the manual signature and that it will involve liability.
- PIN 2 code is equal in strength with your signature. Before using the PIN 2, please make sure, that the other party is trustworthy. In case of doubt, please verify, for example, the correctness of his or her document.
- If possible, please change your PIN1, PIN2 and PUK codes promptly after receipt of the card.
- Do not change the PIN 1 and PIN 2 codes into similar ones for the sake of being easily remembered.
