Apply In-Person:
- To Obtain Coffee Miller Licenseis done in person by visiting the Egypt Ministry of Health.
- Information related to the respective office and License authority can be obtained from the “Office locations and contacts” section of this page.
- Application form should be obtained from the respective office.
- Also, make sure that the applicant has all the documents listed in the “Required documents” section of this page.
- Submit the completed application form.
- Upon submission of the application, the technical assistant will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
- The application shall be accompanied by proof of payment of the application fee of EGP .1000.00 (non-refundable) as per the Directorate preferable payment method. Please refer to the “Fees” section of this page for more information.
- Where all the required information and documents have been submitted for processing, applicants will receive an acknowledgment receipt as proof of submission of the application and for future inquiry.
- The Regulations and Compliance Department office for purposes of ascertaining whether the premise/warehouse used has been operating in accordance with standards as per the Coffee Regulation Act may request additional information relevant to the application. In such a case, the information must be submitted within the stipulated time from the date of notification. Where the applicant fails to submit the required information, the Registrar shall reject the application.
- The Regulations and Compliance Department office shall schedule a premise inspection visit with the applicant to determine if the information provided is accurate.
- During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license/permit is issued.
- Upon successful implementation of any discrepancies noted during the inspection visit, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
- After the document evaluation and inspection phases have been completed satisfactorily, the applicant shall be notified of the decision by phone or letter by the Regulations and Compliance Department, after consultation with the board.
- If approved, the applicant will be required to make payment of the annual license fee of EGP .500.00 or its equivalent in EGP. and present proof of payment to be validated by the Regulations and Compliance Department office.
- Where the Regulations and Compliance Department is not satisfied that the application meets the requirements for the application, it shall reject the application and notify the applicant thereof in writing, stating the reasons for the rejection.
- The applicant is notified via a phone call or a letter when the certificate is ready to be collected.
- The time frame accumulatively for processing the application is usually thirty (30) days.
- A Coffee Miller Licenseshall be subject to such terms and conditions as the board deems fit to impose in each case, and such terms and conditions or requirements shall be endorsed on the permit/License.

- Any person, cooperative society, group or company who wants to erect/operate a coffee milling plant in Egypt can make this application.
FeesEdit
- Application fee of EGP.1000.00 (non-refundable)
- License fees US$ 1000.00 or its equivalent in EGP. (paid annually)
ValidityEdit
- The license is valid for one (01) year unless suspended, revoked, or cancelled by the Authority.
- The license expires on the 30th June of every year and should be renewed, not later than thirty (30) days of the current license. Late application shall attract a penalty fee.

Requirement of a Coffee Miller License Holder:
- A coffee grower’s milling license authorizing the holder, being a co-operative society or other legal entity comprising growers, to pulp, mill, market or roast coffee; (
- A commercial miller’s license authorizing the holder to conduct the business of milling coffee at a fee.
- The milling of coffee may be carried out by-
- A coffee grower or grower’s co-operative society, under a coffee grower’s milling license, or
- A commercial miller under a commercial miller’s license.
- Coffee milling shall only be conducted at premises that are specified as such in the register maintained by the Authority.
- A miller shall ensure that the grower or grower’s representative is notified and is present during the milling process.
- A commercial coffee miller shall take out insurance cover against fire, theft and other risks for all coffee delivered for milling and for milled coffee which has not yet been handed over for marketing.
- Every miller shall account for mill spillage or sweepings and all other coffee by-products to the Authority and the growers at such intervals and in such format as may be prescribed by the Authority.
- The Authority shall from time to time prescribe the maximum proportion of milling losses allowable per parchment type and publicize the information in such a manner as to be easily accessible to the grower.
- A grower who mills his own coffee shall ensure production and delivery records are submitted to the Authority in form C3 set out in the First Schedule.
- For purposes of direct sales, a miller shall categorize and bulk coffee to meet specific market requirements as instructed by the grower and in the best interest of the grower.
