Apply In-Person:

  1. To apply for a Telecommunication license, the applicant must fill the application forms issued by the NTRA (National Telecom Regulatory Authority)and accompanied by data and documents specified by the NTRA, especially those proving the technical and financial capability of the applicant.
  2. Refer to the “Required Documents” section to learn more about the documents required.
  3. Applications shall include the suggested basis for pricing of services and methods of calculation.
  4. Decision regarding an application for license shall be taken within a period not exceeding 90 days from the date the applicant submitted all requested documents to the NTRA, otherwise the application shall be considered rejected.
  5. The NTRA shall issue the licenses within the stipulated processing period.
  6. The Board of Directors shall determine the fees for issuing the license and the rules and procedures for collection.
  7. The license shall determine the licensee’s obligations including, in particular, the following:
    • The type of the service and the used technology.
    • Duration of license.
    • The specific geographical boundaries for providing the service, coverage plan by wire/radio and stages of implementation.
    • Measurements of the quality and the efficiency of the service.
    • Commitment to provide uninterrupted service and abiding by the procedures to be adopted in case of disconnection or suspension of the service.
    • Determining the price of service, methods of its collection and the obligation of publicizing such information.
    • Making the services available to the public without discrimination.
    • Abiding by the NTRA National Numbering Plan.
    • Considering Universal Service Obligations.
    • Providing rescue and emergency call services free of charge and providing subscribers’ directory. All of this shall be in accordance with the type of the licensed service.
    • Commitments related to National Security restrictions.
    • Commitments related to health and environmental safety, constructional and planning technical rules that should be applied in accordance with the standards set in coordination with the State Ministries and entities concerned.
    • Contributing to scientific research and training.
    • Commitment to pay the charges set by the NTRA for burdens sustained towards the verification of the licensee’s fulfilment of his obligations as well as deposits and all periodical dues.
    • Providing all information and data requested by the NTRA in connection with the license.
    • Settlement of financial penalties and compensations.
    • Providing services in the frame of free competition rules. Egypt Telecommunication Regulation Law – February 2003 National Telecom. Reg. Authority 15 18.
    • Setting a system for receiving and investigating complaints and clearing efficiently the faults.
    • Guaranteeing confidentiality of Telecommunications as well as for licensees' customers calls and setting rules to ensure such confidentiality.
  8. The NTRA shall have the right to give the licensee consent to operate or offer certain Telecommunication Services at less than the approved prices for a limited period. In case of breach of the rules of free competition or the quality of the service, the NTRA shall cancel such approval.

Required DocumentsEdit

  • Bank Draft
  • Obtain a bank draft of EGP 500 payable to National Telecommunications Regulatory Authority for the form. (The Authority’s name must be written in full on the draft)
  • Fill the application form and produce two more copies.
  • Attach the following documents :
  • Certificate of Incorporation
  • Tax Clearance Certificate but if it is a new Company, a tax waiver letter should be obtained and attached to the submission.
  • Certified true copy of Articles and Memorandum of Association
  • 2 passport photographs of authorized representative
  • Certificate of qualified technical staff. (if applicable)
  • Completed application should be submitted in duplicate with all necessary documents attached and bound
  • License fee on submission of application is EGP,500
  • All payments are in bank draft

All Individual or companies interested in the Egypt communications industry and other related communication products in Egypt.

FeesEdit

  • An application fee of EGP 500.00 (Five hundred Egyptian Pound)
  • The license fees payable varies according to the services.
  • Public Payphone are required to pay EGP5,000.
  • Tele-Centre/Cyber Caf are required to pay EGP5,000.
  • Cabling are required to pay EGP1,000.
  • Repairs & Maintenance of Telecom Facilities EGP5,000.
  • Sales & Installation of Terminal Equipment EGP5,000.

InstructionsEdit

  • It is prohibited to establish or operate Telecommunication Networks, provide Telecommunication Services, by-pass international telephone calls or announce any of these without obtaining a license from the NTRA in accordance with the provisions of this Law and its executive resolutions.
  • However, no license shall be required to be obtained from NTRA to establish or operate a Private Telecommunication Network that does not use radio telecommunication systems.
  • The licensed Operator shall notify the NTRA of the Private Networks established on his Infrastructure.
  • The NTRA resolutions regarding licenses shall be published in the Official Gazette or any of the widespread daily newspapers at the expense of the licensee, provided that publishing includes all licensing conditions.
