To apply for a standby letter of credit in Egypt, approach the home bank branch near you that has its branch in Egypt.
Ensure you carry all the documents required for this procedure.

The guarantee letter you carry from sponsoring news organization must show that the organization will agree to post the amount of money needed to issue the letter of credit, and has to be produced along with other required documents.
It is possible for your bank to ask you to keep certain margin amount percentage with the bank.
Once you have obtain a standby letter of credit from your home Bank then submit your application to the Press Office at the Egyptian Embassy in your home country before time, to allow the processing of permits.
You should be careful with all your equipments and that you make sure not to lose anything during your trip; however in the event of loss please contact the Government Press Office in Cairo or register your claim at the nearest police station in Egypt.

Guarantee letter from sponsoring news organization.
Printed copy of a completed Online Visa Application Form(with one passport size photograph attached), and a copy of Payment Confirmed page;
Valid National Passport (minimum period validity 6 months at the time of travel) or any acceptable Travel document;
A letter of invitation from local contact(s) in Egypt;
A letter of introduction from the organization(s) that journalists work for or represent;
A copy of itinerary while on duty in Egypt;
List of equipment accompanying applicant(s);
Scanned copy of your passport's bio data page (the page with your photo).

Estimated date of arrival.
