Egypt - Apply for Birth Certificate

Apply In-Person (Birth Certificate for newborns):
- To apply for the birth certificate approach the health office in the area where the birth took place.
- Carry all the documents mentioned in the “Required Documents” section with you to obtain the birth certificate.
- Please note that only the following people can request a birth certificate from the health office:
- The father
- The mother (with father’s ID)
- An adult sibling from the father’s side (with father’s ID)
- A grandfather/grandmother or an aunt/uncle from the father’s side (with father’s ID)
- If the birth certificate is not obtained within 15 days, please go to one of the offices of the Egyptian Ministry of Interior’s Civil Registry Committee.
- Note: If you cannot obtain the required documents, if the father is not present, or if you encounter any other problems, please contact one UNHCR’s office.
Apply In-Person (for child born outside of Egypt):
- To apply for the birth certificate of child born outside Egypt, the Foreign birth certificate certified by the Egyptian Embassy outside of Egypt or the Egyptian Foreign Ministry within Egypt.
- If the birth certificate was not authenticated by the Egyptian Embassy outside of Egypt, you may present the birth certificate along with the child’s foreign passport or the parent’s passport on which the child was added or travel document for the new born, to the Department of Vital Records in Abbassiya.
- You must purchase form #26 “Failure to Register” from the main Vital Records cashier and fill it out with the newborn biographical information.
- Father’s and mothers original birth certificates computerized (newly issued).
- Or father and mother original passport + copies.
- Or father and mother marriage certificate+ copy.
- If the child is over the age of 21, he/she is required to bring a letter from the Egypt’s Immigration office stating the permanency of Egyptian citizenship.
Required DocumentsEdit
Documents required for Birth Certificate for newborns:
- Valid and legally certified marriage or divorce documents.
- Birth notification by the hospital or any medical facility.
- UNHCR registration card or valid passports of father and mother.
- Death certificate in case the father is deceased. In case of delivery at home, please report to the health office to issue the birth notification
- Two photographs for the child (4 *6)
- Form 26, which can be obtained from any civil registry office
Documents required for child born outside of Egypt:

EligibilityEdit
The father, mother, brother, paternal or maternal uncle, and paternal or maternal grandparents of the child are all permitted to submit the application. Anyone other than the above group would need a power of attorney executed by the father to request the record from Civil Status Organization. The appointee will present his original ID and photocopy.
FeesEdit
Fees are $20 (within 3 months of birth) - $40 (after 3 months and before a year of birth) - $45 (after 1 year of birth) to be paid in cash or Cashier Check (payable to the Consulate General of Egypt).
ValidityEdit
The birth certificate is valid forever.

- For children less than one year, processing takes ten days.
- For children older than one year, processing takes 20 days.

Need for the DocumentEdit
As stated in the Egyptian Personal Law, all newborns must be registered within 15 days from the date of birth. Birth registration helps to prevent statelessness because it establishes a legal record as to where a child was born and is often a prerequisite for obtaining documentation that proves nationality.
