ProcedureEdit

  1. Go to the Immigration Department or the nearest Dominican High Commission/Consulate to apply for a passport.
  2. For first time applicants, an interview with the Inspector, Immigration, is required.
  3. Fill up the application form to apply for a passport.
  4. Applicants are now required to have their signature on the declaration at Section 8 of the passport application form, notarized or witnessed by a Notary Public or by an authorised person at the Dominica High Commission.
  5. Submit form along with all other required documents and pay necessary fees.

Required DocumentsEdit

  • Completed Application Form
  • Original and copy of birth certificate and marriage certificate (if the female applicant is married)
  • Treasury receipt as proof of payment of application fee.
  • Two recent passport sized photos (45mm x 38mm or 1 3/4 inches by 1 1/2 inches). Passport photos must adhere to the following standards:
    • Image must be between 3mm and 5mm from top edge and chin must be between 10mm and 12mm from the bottom edge of photograph and must include the shoulder;
    • Photo should neither be under exposed or over exposed;
    • Background colours: white, light grey, light blue, light brown, beige;
    • There must be contrast between image and background (e.g. no white shirt on white background or light grey shirt on light grey background, etc.);
    • No shirts with bold prints; no military shirts or camouflage;
    • No sleeveless/tank tops;
    • Chest area must be covered;
    • No shades or dark sunglasses;
    • No head coverings except in the case of Muslims;
    • Facial expression must be neutral (person may smile but mouth must not be open);
  • For Persons collecting passports on behalf of an applicant must have a written notarized order (done in the presence of a Notary Public) from the applicant. This applies even if the person brought in the application form on behalf of the applicant.


NOTE:

  • Stamps are no longer required for passport applications.
  • All documents must be in English. Documents in another language must be accompanied with an official English translation.

EligibilityEdit

All citizens of Dominica are eligible for a Dominica passport which further entitles any Dominica citizens to free movement in the Caribbean regions and in most cases offers visa free travel around the world.

  • Birth: Any person born in Dominica by Dominica parents at the date of their birth is automatically a citizen of the Commonwealth of Dominica and eligible for a Dominica passport. Also children born in Dominica to foreign nationals can upon registration at the local registry obtain a passport
  • Inheritance or Ancestry: Persons born abroad to Dominica parents at the date of his birth shall become a Dominica citizen. As citizen the child is eligible to hold a Dominica passport.
  • Legal Adoption: Anybody under the age of eighteen years, who is adopted in a manner recognized by law by a Dominica citizen
  • Naturalization: citizens of foreign birth who have resided in Dominica for at least five years can adopt the citizenship of Dominica and consequently receive eligibility for a Dominica passport.
  • Marriage/ Residency: persons married to a Dominica citizen can after a period of residency on the island for at least three years, apply for a passport. However individuals must remain married within that time and reside lawfully: in possession of a valid work permit and residence permit.
  • Economic Citizenship Program: through this program individuals can make a onetime non refundable contribution to the Commonwealth of Dominica which qualifies them for Economic Citizenship and in extension a second Passport from the Commonwealth of Dominica.



FeesEdit

Passport Application Fees - to be paid at the Treasury Department (the birth certificate and the marriage certificate (if the female applicant is married) must be presented to the Cashier at the Treasury Department before fees are paid:

  • Children under 16 years of age: EC$75.00
  • Adults (16 years older): EC$150.00
  • Lost/Stolen passports: EC $400.00



ValidityEdit

Dominica passports unlike some other territories, are valid for a period of ten years if the bearer is over 16 and five years if the bearer is younger than 16.

Processing TimeEdit

The normal processing time for passports is two (2) weeks. In an emergency, for example, in the case of illness, passports can be processed almost immediately, or within two to three working days.

Need for the DocumentEdit

A passport is a document issued by the government. It certifies the identity and nationality of the holder, to be used for travel abroad. It contains informations about the holder; like name, gender, date and place of birth.

This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued. Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.
