China - Apply for Work and Resident Permit

Step 1:
- Obtain a health check report at the official designated hospitals;
- Obtain Temporary Resident Certificate from the responsible police station of your resident area;
Step 2:Apply for Employment License with municipal or provincial labor and social security bureau;
Step 3:Apply for invitation letter for visa type change with municipal or provincial bureau of commerce or its designated authority;
Step 4:Apply for temporary working visa at Chinese embassies outside China mainland;
Step 5:Update Temporary Resident Certificate from the responsible police station for visa type change;
Step 6:Apply for Work Permit with municipal or provincial labor and social security bureau; and
Step 7:Apply for Resident Permit with municipal or provincial public security bureau.
Required DocumentsEdit
- Original Passport with business visa (F) or tourist visa (L);
- Chinese Resume;
- Original Diploma Certificate for college or above degree;
- Employment Certificate from previous employer for at least two years employment experience;
- Original Health Check Report;
- Passport-sized photos with white background;
- Original Temporary Resident Certificate;
- Guarantee Letter issued by the Chinese employer; and
- Application Forms.
If resident permit needs to be applied for foreign employees spouse or children under 18 years old, the following documents for spouse and children shall be required:
- Original Passport with business visa (F) or tourist visa (L);
- Original Temporary Resident Certificate;
- Original marriage certificate and birth certificate;
- Passport-sized photos with white background;
- Health Check Report for spouse (not required for children) ; and
- Application Form

InstructionsEdit
- Work and resident permits can be only issued for the foreign employees who hold manager level post or above and who have obtained bachelor or above diplomas;
- Original diploma certificate is required to be presented for authority's inspection;
- Working visa (Z visa) can only be granted to the foreigners who enter into China with business visa (F visa) or tourist visa (L visa);
- After entering China mainland with temporary Z visa, foreign employees cannot go outside of China mainland when applying for work and resident permits which usually takes about 10-15 working days; otherwise, the temporary Z visa needs to be reapplied.
- Applicant needs to show up at the public security bureau when applying for resident permit.
- Change applications need to be submitted within 10 days if any changes of the items indicated in the work and resident permits occur, including changes of employer and resident place, etc.

Need for the DocumentEdit
China recently introduced a new set of rules governing the entry and exit of foreigners, titled the Administrative Regulations of the Peoples Republic of China on the Entry and Exit of Foreigners (hereinafter referred to as the Regulations).
The Regulations, which came into effect from September 1, 2013, have updated the countrys visa system and introduced several changes to the application of the residence permit.
The Temporary Residence Permit is in reality a visa by another name.
It is pasted into your passport exactly like a visa and looks almost the same and permits you unlimited exit and entry during its validity.

Some visas, most notably Work, Student and Long Stay Journalist visas (Z, X, J-1) are normally for 30 days and for a single entry.
This allows you to enter and begin the process of obtaining a Temporary Residence Permit.
This Permit will allow you unlimited exits and re-entries.

Within 24 hours of arrival on one of these visas you should try to ensure that your organisation (usually someone from its Foreign Affairs Office) creates an appointment to take you to the police station for the area you will be living in to register you as a resident in their area - this is a legal requirement.
The police station (actually the officer given this role) can supply an 'accommodation registration printout' when you are about to apply for the residency permit.
