Procedure

The transferee (current vehicle owner) should have the vehicle verified and submit the required documents within 30 days after the transaction.

The vehicle owner shall submit proof of identity and driving license. Vehicle management since the days of the date of acceptance from a filing.

Required Documents

• Vehicle current owners and, if applicable, agents original and photo copy of identification document Note, if the current owner is a company and its location is not in Beijing, photo copy of may be used as its identification and there is no need to put the companys stamp on the application form.
  • For foreign embassy, consulate or international organizations China representative office: identification document must be issued by the embassy, consulate or international organization
  • For foreign funded enterprise or foreign enterprises Beijing representative office: Organization Code Certification and business license or foreign enterprises Beijing representative offices registration certification. If the foreign enterprise has already withdrawn from China, canceled its business registration or gone bankrupt, and the vehicles registration must change, for withdrawn enterprise, identification document is the proof certificate issued by industry and commerce administration. For withdrawn organization, identification document is the proof certificate issued by its upper administration. For bankrupt enterprise, identification document is the proper documentation issued by a qualified registered liquidator.
  • For individual foreigner: passport and residence permit. For Hong Kong and Macau resident: Travel pass to the mainland. For Taiwan resident: Travel pass to the mainland and residence permit
  • For employee of foreign embassy, consulate and international organizations China office: valid identification document issued by Ministry of foreign Affairs of P.R.C.Vehicle owner and, if applicable, agents proof of identification (original document and one copy)

• For vehicle that was released from the custody of customs requires the original issued by the customs
• Original and copy of vehicle legal ownership proof documents
  • Traded vehicle: invoice issued by the second hand car market
  • Vehicle in which ownership was transferred after intercession or ruling by the Peoples Court: the effective , or and related
  • Vehicle in which ownership was determined by an arbitrator: and the issued by the Peoples Court
  • Vehicle inherited, donated, won in a lottery-drawing or taken as payment of debt: heritage document, donating document, lottery document or debt payment document and its notarized deed
  • Vehicle that was included in a capital rearrangement or within a capital trade package: approval documents from the Capital Management Department
  • Vehicle that was stolen and compensated by the insurance company to the previous owner but later was found by the Public Security Department: issued by the insurance company
• rubbing label of vehicles identification number (frame number)* Remark: rubbing label is to use a pencil to "rub" the vehicles identification number (frame number) onto a piece of paper.

Eligibility

One of the following situations shall not register the change:

• change the brand, model and engine type of the vehicle, but by the State Council department in charge of motor vehicle products promise the optional engine, except;
• changes in the shape of registered motor vehicles and related technical data, except as otherwise provided by law, regulations and national mandatory standards;
• submit proof of all motor vehicles, certificate invalid;
• the vehicle reaches the mandatory retirement of state standards;
• the vehicle is the People's Court, People's Procuratorate, the administrative law enforcement agencies seized or detained;
• (Six) was robbery of a motor vehicle belonging;

Of the following circumstances, without compromising security and identification number plate, the vehicle owner does not need to register the change:

• small, around the mini passenger car to install anti-collision devices;
• the installation of windshield freight vehicles, tanks, toolboxes, spare tire racks;
• enhance the vehicle interior decoration.

Instructions

Contact the vehicle owner to change the record.

When a vehicle is detained, confiscated and later sold at an auction or its ownership is transferred after an intercession or ruling by the Peoples Court, and the vehicles previous owner does not provide its current owner with the vehicle registration card and vehicle title,the execution assisting notice issued by the Peoples Court or the absence of vehicle registration and/or vehicle title certificate issued by the law execution department will be used to conduct the transaction.

To register a vehicle of diesel engine, if the transerees identification card lists an address in the central 8 districts of Beijing, he must submit original and copy of proof documents showing that his previous diesel engine vehicles registration was already cancelled or the vehicle was transferred to other place. Utility vehicles and diesel engine vehicle meets Euro III standard excluded.
