ProcedureEdit

  • Please submit your application to Chinese Embassy/ Consulate General based on your State of residence. You may submit your application in person, or use an agent (Power of Attorney not necessary). Please note that you may be required to come to the Visa Office in person to have an interview as deemed necessary by a consular officer.
  • Appointment is NOT required for submission or collection of your visa. Walk-in service is available during office hours.
  • Please note that NO mail-in/online/fax applications are accepted.
  • You or your agent will be able to pick up your passport with visa on the date printed on your Pick-up slip, unless otherwise notified by the Visa Office. Mail-back visa service is NOT provided.
  • You must pay the visa fee once your application is processed and approved.

Required DocumentsEdit

  • Original passport valid for at least 6 months and a copy of information page.
  • One truly completed Application Form signed by the applicant. If the form is filled out by entrusted travel/visa agent, both the applicant's signature and the stamp of the agent are required.
  • One recently-taken colored photo. The size of the photo should be 48mmx33mm, with head width 21mm-24mm and head length 28mm-33mm, in white, light grey or light blue background.
  • Documents as required in accordance with relevant regulations, and meet the relevant requirements of the competent authorities of the Chinese government on high-level personnel and urgently needed talents.

EligibilityEdit

Foreign high-level talents and professional personnel who are in urgent need of China can apply for R visa.

However, the regulations do not mention what constitutes the type of talents sought. Indubitably, eligible applicants for the R visa must have the highly-skilled and specialized qualities that are urgently needed due to a short supply among Chinese. To apply for R application itself from Chinese embassies and consulates, those professionals shall firstly obtain the qualification approval in accordance with the provision of the relevant competent departments of the provincial government for the high-level personnel and much-needed highly proficient talents, and submit the appropriate supporting documents.



FeesEdit

The fee charged for R is the same as the fee for other types of Chinese visa. Generally, it varies according to nationalities, and number of entries. Methods of Payment

  • You must pay your visa fee upon collection of your visa. (Some HKSAR or Macao SAR visa applicants need to pay a Communication fee prior to submission.)
  • Acceptable methods of payment are: credit card (Visa or Mastercard only), money order, cashier's check or company check.
  • Please make your check or money order payable to "Chinese Embassy" (for applications submitted to the Embassy), or to "Chinese Consulate in XXX"(for applications submitted to the Consulate General in XXX city)
  • Please make sure you have the exact and correct amount written on your check/money order. No erroneous check will be accepted.
  • Cash, personal check or online payment is NOT accepted. NO credit card other than a Visa or Mastercard is accepted.

InstructionsEdit

Applicants should submit applications to the Chinese embassies, consulates or Chinese Visa Application Service Center (CVASC) wherever available either in person or by someone else or entrusted travel agent. Appointment is not required. Meanwhile, mail applications are not acceptable by most embassies and consulates. In cases where application by post at CVASC is available, extra service fee will be charged.

The applicant should submit relevant certification in accordance with relevant regulations, and meet the relevant requirements of the competent authorities of the Chinese government on high-level talents and individuals with special skills urgently needed by China.

Need for the DocumentEdit

The R Visa is issued to foreign high-level personnel and much-needed highly talented people who need to stay in China. The measure would complement the existing Work Z Visa that allows foreigners to work in China if they have a work permit or employment certificate issued by the competent Chinese authorities. The Chinese government has shown its sincerity towards global talent with this policy and created a friendlier environment for them to work in China.

Chinas Visa Authorities are:

  • Chinese diplomatic missions, consular posts, Office of the Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, Office of the Commissioner of the Ministry of Foreign Affairs in the Macao Special Administrative Region, and other resident organizations abroad authorized by the Ministry of Foreign Affairs are responsible for handling visa applications by foreign citizens for entry into and transit through mainland China and the Hong Kong Special Administrative Region of China.
  • The Ministry of Foreign Affairs and the local foreign affairs offices authorized by the Ministry of Foreign Affairs are responsible for issuance, change and extension of diplomatic and service visas and for issuance of residence permit to holders of diplomatic and service visas.
  • The Ministry of Public Security and the local public security authorities authorized by the Ministry of Public Security are responsible for inspection on entry and exit of foreigners, issuance of visas at the port of entry, extension and change of ordinary visas, and issuance of residence permit to holders of ordinary visas, who are already in China.
