Procedure

Chinese citizens apply ordinary passport should be applied at its own domicile local people's governments above the county level Public Security Bureau management agencies and submit aforementioned real and effective documents.

Current military officials should follow procedures in accordance with administrative privileges to perform, then personally apply at the subordinate units resident local people's governments above the county level Public Security Bureau management agencies.

Required Documents

1. 3 pcs of the applicant recent front faced (within six months) bust bareheaded color photo (two-inch glossy photo paper, white, light blue, gray background; applicant hair cannot obscure the eyes, no heavy makeup; should have a dark clothing with collar, no uniforms; no tinted glasses, no wearing of thick-framed glasses, eyeglass frames cannot obscure the eyes, non-reflective lenses ; may not use head coverings, non-permanent ornaments should not obscure the face ). Photo dimensions: length 48 mm, width 33 mm, 28-33 mm head length portrait, head width 21-24 mm.
2. Resident booklet, resident identity card original. In the event that the resident ID card is in application, renewal , replacement period , you can submit a temporary resident ID card ; city collective residents to submit a collective account card. Applicants applying through online pre- accepted code required to hold pre-appointment at the appointment time to reach the hall "Online Pre- Application Acceptance" window to submit application materials and related procedure.
3. Completed "Chinese citizens ordinary passport application form" (demonstration sample form) .
4. Belonging to the national registered office shall submit a consent document from their work unit or supervisor, according to the personnel management authority approval, a "consent on immigration documents prove" (valid for six months), with the official seal.
5. For urgent processing, need to submit with the application the corresponding proof material (all foreign language information required to be translated into Chinese by the designated foreign language translation company).

Fees

First application, renewal, replacement (excluding loss replacement) Passport RMB200/book, lost replacement passport RMB400/book.

Validity

Diplomatic and official passports are valid for a maximum of not more than five years, ordinary passports are valid for no longer than 10 years. A new passport will be issued after the expiration. HKSAR passport is usually valid for 10 years. Passports issued to children under 16 years old passport is valid for five years. Macao SAR passport is usually valid for 10 years. Passports issued to children under 18 years old passport is valid for five years.

Processing Time

1. Apply for ordinary passports and other passport issues, renewal, ready in 15 days from the date of acceptance;
2. Urgent processing for emergencies, 5 working days passport will be ready;
3. Investigation time is not included in the licensing commitment time;
4. Remote or inaccessible areas or passport cannot be issued on scheduled due to special circumstances, with the approval by the local people's governments at the provincial level Public Security Bureau regulatory agencies, the issue of time may be extended to 30 days.
5. Passport licensing of receipt by the passport applicants shall show a licensing receipt when go to the immigration hall to get their new passport. Or while during the application, apply for postal delivery. Entrust others to take the passport should submit licensing receipt, the power of attorney and the original proof of identity of the entrusted person.

Types of passport

People's Republic of China passport is issued to citizens of the Chinese government for its entry into the country (territory) and outside the country (territory) when travelling or residence, to prove their Chinese citizenship and identity documents. PRC passport is classified into diplomatic passports, official passports, ordinary passports and Special Administrative Region (SAR) passport. Official passports are divided into official passports and official ordinary passport. SAR passports are divided into Hong Kong SAR passport and the Macao SAR passports. Diplomatic passports, official passports and official ordinary passport are referred to as "Public Affairs Passport".

• Diplomatic passports are issued primarily for the Chinese party, government, military senior officials, the National People's Congress and the Chinese People's Political principal leaders of the democratic parties, diplomats, consular officials and their accompanying spouses, minor children and diplomatic couriers, etc.
• Official passport issued primarily for deputy division level and above of government officials, diplomatic representatives stationed abroad, consular offices, the United Nations Organization or its specialized agencies officials and their accompanying spouses and minor children, and so on.
• Official ordinary passport issued primarily for the levels of government department below deputy level and state-owned enterprises officials going abroad on business.
• Ordinary passports are issued primarily to Chinese citizens settling abroad, visiting relatives, friends, inherit property, study, employment, tourism and on other private business.
• HKSAR passport issued to holders of Hong Kong permanent identity of Chinese citizens.
• Macao SAR passport issued to the Chinese citizens holding the Macao SAR permanent identity cards.

Application Requirements

Applicants with the following circumstances, the Public Security Bureau management agency shall not issue ordinary passports:

1. Does not have the nationality of the People's Republic China;
2. Unable to prove identity;
3. Fraud in the application process;
4. Was sentenced and still serving their sentences;
5. People's courts has civil cases pending notice and not permitted to leave the country;
6. Belonging to the accused in criminal cases or criminal suspects;
7. According to the State Council department in charge, that exit the country will cause harm to the national security or national interests of major losses.
   

Citizens due to obstruction of the country (border) management subject to criminal penalties or for illegal exit and illegal residence, illegal employment were repatriated, the Public Security Bureau management agencies shall not issue the ordinary passports from 6 months to 3 years from their finish sentence date or repatriated date.

Required Information

• Traveling abroad on tour, must join the travel agency which has right to operate an oversea tour; obtain the invoice showing the full amount issued by the travel agency travel, go to the home location immigration department to apply for the passport ;
• If you are traveling at your own expense without joining the tour, must deposit the equivalent of USD4,000 of any international currency to the bank, bring bank deposit slips to the immigration department to apply for a passport.
  

In accordance with the relevant provisions apply to non-official passport, you are required to make the application at your hometown location of the county Public Security Bureau immigration management department, answer questions and perform the following procedures:

1. Submit the completed "private residents passport application form" , applicants recent bareheaded color photos 2pcs ( specifications 48X33MM);
2. Resident identity card for inspection, residence booklet or other proof of residence and its photocopy (children under 16 years of age exempt the ID card requirement) ;
3. The applicant submitted to occupation unit opinion or police station opinions;
   

The following cases are exempted for such opinion:

• Children 16 years old and under;
• General population over 60 years old. (above county level retirees still come back to their occupational unit should add the units opinion ) ;
• Other general populations need an identification card, residence booklet to apply for an ordinary (except state organization officials, financial systems, financial, taxation personnel etc).

1. Submit the corresponding proof for going abroad:
   

Tourism : join tour when travel abroad, require to submit a travel agency issued full amount travel expenses invoices from an authorized oversea travel agency; personal travel at their own expense need to submit not less than USD4,000 dollars or equivalent international currency bank deposit statement

1. For medical treatment abroad or visit critically ill patients, funeral abroad, study abroad, school time approaching, entry permit or visa to the country impending expiry etc; in case of such special circumstances will require an emergency passport, one is required to provide relevant evidence, public security organization will expedite the handling
