Chhattisgarh - Apply for Community Certificate for Primitive Tribe (Caste Certificate)

Apply In-Person:
- To apply for Primitive Tribe/ Particularly Vulnerable Tribal Groups (PVTGs) Community Certificate in person, the applicant has to visit any nearest Municipality or Tehsil office in his/her state of residence.The address and contact details can be found in the “Office Location & Contacts” Section below. - Visit the office and get an application form for Community Certificate from the relevant department.
- Complete the application form with appropriate information under relevant sections.
- Attest it with your signature once completed.
- Also make sure that you have attached all the documents listed in the “Required documents” section of this page.
- Then, submit it in person to the relevant authority at the office.
- After submission, your application along with the attached documents will be forwarded for further verifications.
- Once all the internal processes are over, the applicantwill be notified to collect the certificate at the office.
Note:
- Before issuing a Community Certificate for Primitive Tribe, the Taluk and Panchayat Union Offices, as well as the Panchayat and Chavadi in the village, will publish the certificates belonging to these people on notice board to ensure that there are no objections against the applicants receiving the certificate.

- Parents’ identity proof and an affidavit stating the applicant’s name, father’s name, address, and community; if the particular applicant is a minor

- Self-Declaration Form
- School Leaving Certificate(if applicable)

The following are the eligibility criteria for a person to apply for a Primitive Tribe community certificate:
- The applicant should belong to a Primitive Tribe category
- The applicant should be an Indian citizen
- The applicant should have completed 3 years of age
FeesEdit
- The Form Fee is Rs. 60 at Govt. offices.
- At private browsing centres it’ll cost between Rs200 to Rs400.

The community of a person is determined based on the documents that are registered, community certificates of the parents, school certificates of the applicant, open inquiries made by the members of the local body, verification of their residence, personal inquiry of the applicant, etc.

- In 1973, the Dhebar Commission created Primitive Tribal Groups (PVTGs) as a separate category, who are less developed among the tribal groups.
- In 1975, the Government of India initiated to identify the most vulnerable tribal groups as a separate category called PVTGs and declared 52 such groups, while in 1993 an additional 23 groups were added to the category, making it a total of 75 PVTGs, spread over 18 states and one Union Territory (A&N Islands) in the country (2011 census).
- Among the 75 listed PVTG’s the highest number are found in Odisha (13), followed by Andhra Pradesh (12).
- PVTGs have some basic characteristics - they are mostly homogenous, with a small population, relatively physically isolated, absence of written language, relatively simple technology and a slower rate of change, etc.
